You should have experience in engaging a diverse population, analyzing data, and developing innovative service models and recommendations. Familiarity with commissioning in adult social care, including outcomes-based commissioning and contract improvement plans, is essential. You possess excellent communication and interpersonal skills, allowing you to build relationships and influence stakeholders effectively. You have a proven track record of quickly assessing service performance, identifying critical issues, and developing and implementing effective improvement plans. Your ability to analyze complex situations and make informed decisions swiftly, combined with your commitment to continuous improvement, makes you an ideal candidate for this role. You can plan and deliver improvement projects on time and within budget and are adept at prioritizing tasks under tight deadlines. What the Job Involves As the Adult Social Care Commissioning Manager, your primary role is to enhance Kingston's reablement services, crucial for the 'Promoting Independence' workstream. Your task is to craft and deploy solutions that ensure the efficacy, impact, and quality of reablement, delaying the necessity for long-term care. You will be tasked with developing a new medium-term service model and an updated implementation plan addressing issues from the recent Reablement Review. This role involves in-depth engagement with service users, front-line workers, social workers, health partners, and commissioners to gather insights and improve service delivery. You will build on the insights from the 2023 Reablement Review to identify key issues, develop user journeys, outline data and outcomes measures, and conduct qualitative and quantitative performance analyses. You will research local and national best practices, examine the commissioning model, and outline future service model options, considering factors like value for money and strategic drivers. This role requires close collaboration with leadership and key stakeholders as you commence the delivery of proposed plans. Located within the ASC Commissioning team, you will report to the Corporate Head of Services for ASC Strategy Transformation and Partnerships. A hybrid working model allows for flexibility, with certain days required in the Council offices to meet project goals. The position requires an immediate start from Monday, 27 January 2025, following interviews on 24 January 2025.
