CMB UK is the largest home market for Commercial Banking. This role leads Commercial Banking technology to meet goals in the UK. We need a strong technology leader to manage the day-to-day interface with local, in-country leadership (CEO, COO) and UK CIO. The CIO, CMB UK will collaborate with peers to implement goals within country policy, expense and regulatory constraints. The role holder will provide local coordination and oversight of all in-country Technology activities to deliver goals in line with country priorities and budgets (Directs: $35m split $31m CTB and $4m RTB). This will include management and oversight of all local execution, change portfolio and Technology service for CMB UK.
The role has entity and functional oversight of 400 indirect FTE and oversight of HSBC Innovation Bank and CMB UK Payments, who provide the business functionality to support customer and product capabilities within the UK.
As the CMB UK technology infrastructure estate owner, the role holder will promote technology and partner with CMB UK business leaders. The role holder will own the CTB order-book work for both the Business and tech-driven programmes with an emphasis on evergreening, resilience, critical systems (including UK DBB Web Channels, UK DBB Mobile and Kinetic) and driving down the cost of ownership of the Technology Infrastructure estate.
In addition, the CIO, CMB UK will support the bank’s growth and efficiency targets and partner with stakeholders across CMB UK to drive strategy in-country to deliver new ways of working change, particularly Agile working, cloud-based technology strategy and roadmaps and upgrading or removal of legacy systems.
The role requires working closely with the local, regional and global businesses from all service lines in UK Technology as well as partnering with other GCIO counterparts, at various levels of the organisation including in-country leadership (CEO, COO, CIO).
Job Requirements:
* Define, develop and practically implement state-of-the-art strategies to solving complex and ambiguous problems using modern set of technology platforms.
* Build a great engineering team that delivers excellent results to difficult problems across multiple functions and geographies.
* Be responsible and accountable for the full lifecycle of UK DBB Web Channels, UK DBB Mobile and Kinetic including strategic design, build quality and service uptime metrics.
* Support the UK COO and Global CIB CIO with evidencing compliance to SMR accountabilities relating to the Technology Control Environment.
* Support CMB UK Regulatory team with any reporting requests relating to technology strategy, resilience, or customer-impacting incidents.
* Delivery against a digital first strategic operating plan that ensures resources (capability, people & funding) deliver improvements in current customer journeys and new features.
* Provide thought leadership for the team.
* Design, develop and implement state-of-the-art approaches to solving complex and ambiguous problems using modern set of technology platforms, delivery disciplines and devops mindset.
* Manage the annual budget spread between designing and developing new services (Change The Bank) as well as managing and supporting existing services (Run the Bank). Enabling reduced operational cost, ensuring headcount distribution is optimal to deliver business value at optimal cost, and reduced RTB cost to optimise CTB, without impact to resilience and controls.
* Deliver an innovative set of end-user facing products/services within the UK Transformation program in a high-growth digital environment, exhibiting strong ability to build and implement strategies for solving ambiguous customer-focused problems.
* Engage all stakeholders (CMB UK CEO, HSBC UK COO, CIOs, CCO UK Tech, CTO etc.) to maintain visibility on their service availability, operability metrics, incidents, and control effectiveness and to provide robust challenge where required.
* Optimise resources globally to create an integrated team leveraging the capabilities of staff in both central and regional teams.
* Manage the efforts of global teams including all aspects of data processing design, development, acquisition, testing, conversion and production support.
* Promote technology sharing and leverage operating environments to achieve greater cost efficiency.
* Manage joint ventures on behalf of HSBC, where opportunities exist, that act as profit centers and achieve internal functional requirements.
* Provide senior management with overall comfort level and technological positioning of the company relative to the mission and industry.
* Lead and develop an effective global team through communication, performance management, development plans and reward/recognition practices.
* Cultivate an environment that supports diversity and reflects the HSBC brand.
* Able to manage multiple applications to tight budget and time frames.

* Respectful of different cultures, working with colleagues from across all 5 regions (North America, LATAM, Middle East, Asia Pacific and Europe) as required.
* Understanding of cloud computing concepts and their impact on service and change delivery.
* Experience with service level management, incident management and change management.
* Experience with IT automation tools and DevSecOps practices and technologies.
