Contents Location About the job Benefits Things you need to know Apply and further information Location Swindon About the job Job summary Overview Investigations Senior Manager The Investigations Senior Manager works with the Investigations and Counter Fraud Lead and the Head of Investigations and Counter Fraud. Support triage of concerns that come into UKRI about fraud bribery and corruption and provide advice on their handling. The Investigations Senior Manager will work in partnership with colleagues across UKRI to ensure that concerns which do not meet the threshold for counter fraud investigation are addressed through other means. The Investigations Senior Manager will investigate cases assigned to them and apply professional judgement to recommend the actions, in line with UKRI policies, that will be taken in response to their findings. These outcomes will include disciplinary action against staff, recovery of losess and referral to the Police for prosecution. The Investigations Senior Manager will work closely with a small number of third-party providers that will be used to undertake work that is more than the capacity of the team or provide specialist investigation skills. The Investigations Senior Manager will need business awareness with the ability to understand and analyse complex information to assess and manage risk; provide evidence-based opinions to help enforce the policies and standards of UKRI. The Investigations Senior Manager may occasionally be required to undertake workplace investigations within UKRI in line with standards set by the Parliamentary and Health Services Ombudsman and guidance of the Advisory, Conciliation and Arbitration Service (ACAS) for workplace issues. Outcomes of investigations should enable effective enforcement of UKRI policies through investigations and alternative informal processes and initiatives that enable good outcomes. Job description Investigations Responsibilities Undertake counter fraud investigations, ensuring timely and quality delivery of cases in accordance with legislation and UKRI policies such that the work can be relied upon for civil or criminal prosecution. Undertake workplace investigations in line with standards set by the Parliamentary and Health Services Ombudsman and guidance of the Advisory, Conciliation and Arbitration Service (ACAS). Author high quality reports on the outcomes of investigations that enable effective and appropriate enforcement of UKRI policies through investigations, and alternative informal processes and initiatives that enable good outcomes. Conduct effective day to day management of casework to ensure timely and quality delivery of cases. Obtain technical case direction and decision-making in relation to complex cases, working collaboratively with legal, HR and other stakeholders. Produce case reports that are proportionate, fair, and consistent, in line with good investigative practice and with outcomes that function as a credible deterrent. Person specification Essential Skills/Qualifications/Experience (S) Assessed at shortlisting (I) Assessed at interview (S&I) Assessed at both shortlisting and interview Experience (S shortlisting, I interview criteria) Experience in successful delivery of counter fraud investigations in an organisation that have been relied upon to support referral to the Police and used for prosecution. This experience will include review of data, informal interviews as part of a preliminary investigation and where appropriate, the conduct of interviews under caution in compliance with the Police and Criminal Evidence Act (PACE) if the investigation is directed towards possible criminal action (S and I). Strong experience in successful case handling and effective delivery of workplace investigations in an organisation with results supporting disciplinary action (S and I). Sound experience of collaborating with senior leaders and being a trusted advisor (S and I). Ability to constructively challenge established thinking in self and others, and to offer insights and ideas with practical application (S and I). Experience of working effectively with internal and external agencies relevant to your work experience (S). Qualifications Accredited Counter Fraud Specialist (ACFS) or equivalent (with commitment to complete upon appointment). Evidence of post qualifying and continuing professional development (S).
