Job Description
The salary for this role is £87,038 (inclusive of a Specialist Allowance). Onsite working is expected for 3 days each week, however, we actively support requests for flexible working.
This role is based at the following site; Culham, Oxfordshire.
This role requires employees to complete an online Baseline Personnel Security Standard (BPSS), including The Disclosure & Barring Service (DBS) checks for criminal convictions and possibly a search of open source data.
The Role
As Head of Programme - Fusion Futures Industry Capability, you will be lead a multi-year programme to develop UK industrial capability in fusion technologies. Through engagement with UK industry you will develop and deliver a portfolio of projects which will enable UK industry to build capacity and capability to meet the future demands of the fusion supply chain. You will be accountable for the governance, performance and delivery of a broad portfolio of projects. You will oversee a team of Project Managers and Programme Controls staff responsible for execution and delivery, whilst ensuring quality and cost targets are maintained. In addition, you will represent the UKAEA externally at a senior level and will generate reports for Exco, UKAEA Board and UK Government.
Key Accountabilities
* Lead and manage the set-up of the programme, ensuring appropriate programme and project management frameworks are in place. Provide direction to the senior leadership team at UKAEA and the delivery teams to ensure the effective delivery.
* Ensure formal reporting arrangements on programme and project progress are in place and the collation of high-quality Board level reporting metrics to inform decisions, including Chairing the Programme Board.
* Manage the day to day management of the programme on behalf of the SRO to ensure that desired programme objectives are delivered and that the expected benefits are realised.
* Provide clear leadership to the Project Managers; resolve obstacles to strategy delivery within the programme and lead the identification and employment of solutions to overcome them. Manage the programme budget, including risk allowance and management reserves.
* Lead on developing the programme strategy and implementing programme delivery to all relevant stakeholders.
* Lead on preparation for external reviews and action their recommendations.
* Manage the programme in compliance with the UKAEA's Quality Assurance requirements.
* Lead prioritisation exercises and instruct value engineering exercises on projects within the programme where required, ensuring funding spend remains on track and that the programme is delivered in line with expected quality standards and in line with the business’ strategic objectives.
* Be accountable for setting of, and driving the achievement of agreed KPIs.
* Be accountable for compilation and quality of Full Business Case submission, including engagement with key stakeholders in DESNZ.
* Be accountable for engaging across UKAEA to ensure the programme has the necessary resources and support from enabling functions.
* Be accountable for the development of partnership relationships with international organisations in order to support the aims of the programme, including establishing new legal agreements with international entities.
* Ensure that Benefits and Impacts achieved by the programme are promoted and communicated.

Qualifications
Essential:
* Substantial experience of managing large programme portfolios (>£100M)
* Excellent leadership, communication, influencing, and collaboration skills
* Strong commercial awareness with the ability to make sound economic decisions that maximise programme value
* Extensive experience managing commercial contracts and procurements.
* Proven ability to handle ambiguity, uncertainty and high levels of complexity in project delivery
* Substantial experience in working with a diverse range of senior stakeholders and external partners, ideally with an element of public funding
* Experience of financial management of significant budgets
* Experience in delivering engineering equipment and facilities through industry procurement
Desirable:
* Understand the wider issues impacting the UK Science and Innovation landscape and the UK industrial sector
* APM Project Professional Qualification (PPQ) or equivalent
