Job overview
An exciting opportunity has arisen within the Nursing Development Team (NDT) at South West London and St George’s Mental Health NHS Trust for the post of Development Nurse (Band 2-4 Workforce Lead). This is a great opportunity for a registered nurse who has an interest and experience in management, teaching and education of nursing colleagues and supporting Health Care Support Worker development, who would like to enhance and develop their career.
The Development Nurse (Band 2-4 Workforce Lead) is responsible for ensuring the development, delivery, and oversight of initiatives supporting the professional growth and training of the Band 2-4 workforce, including Healthcare Support Workers (HCSWs), Nursing Associates, and Registered Nurse top up apprentices. The post holder will lead the delivery of Care Certificate Programme (CCP), facilitate development pathways for Band 2-4 staff, and manage the Nursing Associate and Registered Nurse Top-Up apprenticeships. This role plays a critical part in promoting high standards of care, fostering a learning culture, and enhancing workforce retention within the Trust.
Main duties of the job
* Lead on the delivery of the Care Certificate Programme (CCP) for Healthcare Support Workers, ensuring alignment with Trust, national, and governmental standards.
* Regularly evaluate the CCP, responding to feedback, policy changes, and audit findings to enhance the quality and relevance of training.
* Work closely with managers and education leads to support the CCP completion, addressing issues related to supervision and learning environment quality.
* Design and deliver evidence-based, high-quality education programs for Band 2-4 workforce, using various training methods tailored to meet learner needs.
* Provide mentorship and continuous professional support to HCSWs, especially within their first six months, and assist with Functional Skills and the Higher Development Award (HDA) programme.
* Lead in creating and implementing induction programs and CPD opportunities that set high clinical standards and foster professional growth within Band 2-4 staff.
* Develop effective partnerships with managers, supervisors, and other staff to ensure that HCSWs have a supportive learning environment and meet their developmental milestones.

Detailed job description and main responsibilities
Workforce Development & Care Certificate Programme (CCP)
* Lead on the delivery of the Care Certificate Programme (CCP) for Healthcare Support Workers, ensuring alignment with Trust, national, and governmental standards.
* Regularly evaluate the CCP, responding to feedback, policy changes, and audit findings to enhance the quality and relevance of training.

* Design and deliver evidence-based, high-quality education programs for Band 2-4 workforce, using various training methods tailored to meet learner needs.
* Provide mentorship and continuous professional support to HCSWs, especially within their first six months, and assist with Functional Skills and the Higher Development Award (HDA) programme.
* Lead in creating and implementing induction programs and CPD opportunities that set high clinical standards and foster professional growth within Band 2-4 staff.
* Develop effective partnerships with managers, supervisors, and other staff to ensure that HCSWs have a supportive learning environment and meet their developmental milestones.
* Work with senior nurse leaders to establish clear career pathways and core competencies and capabilities framework for HCSWs, enabling development and transition opportunities to Nursing Associate and Registered Nurse roles.
* Oversee apprenticeship programs for Nursing Associates and Registered Nurses, acting as the primary liaison with university partners and other internal and external stakeholders, to ensure workforce sustainability.
* Oversee the progression and performance of apprentices within the Nursing Associate and RN Top-Up pathways and provide additional support and guidance as required.
* Lead the recruitment, induction, and support of Nursing Associate and RN Top-Up apprentices and manage attendance and performance issues in collaboration with managers and Higher Education Institutions (HEIs).
* Design and deliver educational sessions that encompass core clinical skills, physical and mental health training, and Trust specific competencies for Band 2-4 staff.
* Ensure all development programs promote diversity, equity, and recognition of health inequalities.
Strategic Leadership, Stakeholder Engagement & Communication
* Serve as the clinical lead in partnership with the Recruitment Team to drive Trust wide recruitment and support for HCAs, Nursing Associates, and other Band 2-4 nursing roles.
* Develop and implement communication strategies to keep Band 2-4 workforce staff informed about development initiatives, fostering transparency and engagement.
* Act as a role model and mentor for Band 2-4 workforce members, promoting a supportive environment that fosters a positive learning culture and values continuous improvement.
* Establish and maintain relationships with a diverse range of internal and external stakeholders, representing the Trust in projects and working groups that impact Band 2-4 workforce development.
Policy, Quality Assurance & Practice Development
* Collaborate and lead on the creation and review of Trust wide policies impacting Band 2-4 workforce development, including competency assessment guidance and standard operating procedures.
* Conduct training needs analysis and participate in practice development audits to identify improvement opportunities in relation to Band 2-4 workforce development and ensure responsive action plans are implemented.
* Utilise Quality Improvement (QI) frameworks to support Trust wide development projects that promote consistency and best practice within the Band 2-4 workforce.
* Participate in and support audits of clinical skills and training delivery, working with HEIs to complete audits, track outcomes, and implement corrective actions as necessary.
* Address and resolve issues identified through audit processes, reporting risks to the Senior Development Nurse and Associate Director of Nursing Education, Development & Quality as necessary.
* Identify and manage risks related to the training and development of Band 2-4 staff, escalating concerns as needed to the Senior Development Nurse and Associate Director of Nursing Education, Development & Quality.
Project and Information Management
* Lead projects focused on Band 2-4 workforce development, working with stakeholders across SWLStG and externally to drive successful implementation and adherence to timelines.
* Provide leadership on project management processes related to Band 2-4 workforce development, ensuring timely and accurate information reporting to the Senior Development Nurse.
* Lead evaluations of Band 2-4 workforce development projects, ensuring high-quality project analysis and the delivery of desired outcomes.
* Facilitate project groups that engage stakeholders from all levels, including staff, service users, and external partners, to inform development initiatives and drive improvement.
* Provide data analysis and reporting for Band 2-4 workforce development initiatives, monitoring outcomes and identifying improvement opportunities for submission to senior nurse leadership.
Staff Management and Personal Development
* Perform appraisals, development reviews, and support personal development plans (PDP) for junior team members, addressing disciplinary or capability issues as needed.
* Engage in direct clinical involvement at a minimum of 2 days per month to maintain personal clinical competence and provide in-situ support, practice development, and supervision for the Band 2-4 workforce, as required.
* Advocate to the Band 2-4 workforce to adhere to mandatory training and development activities as outlined in the Trust’s policies, ensuring their personal and professional growth.
Person specification
Experience
* Experience in a senior nursing role with a strong emphasis on education, training, and workforce development.
* Experience of managing budgets, and a clear understanding of NHS funding structures and reporting mechanisms.
* Demonstrable experience of coordinating projects in complex and challenging environments.
* Chairing/facilitating meetings and group forums.
* Demonstrable experience of managing change through working with others.
* Experience of managing risks and reporting.
* Evidence of undertaking audit and evaluation processes.
* Proven track record of managing and delivering CPD programmes for nursing workforce, with demonstrable success in improving clinical practice and staff progression or equivalent experience.
* Evidence of development and delivery of nursing development/education initiatives.
* Experience in the development of leadership and clinical skills programmes for multi-professional teams.
* Evidence of formal teaching and programme planning.
Training & Qualifications
* Registered Nurse (Mental Health or Learning Disability) with current NMC registration.
* Teaching or Mentorship qualification or equivalent relevant qualification.
* Project management qualification or willingness to undertake further training in project management (PRINCE 2).
* Postgraduate qualification in Nursing, Education, or related field.
