Public Works currently has a vacancy for the position of Accounting Manager (0932 Manager IV) within our Finance and Administration Division.
The Finance and Administration Division
The Finance and Administration Division of San Francisco Public Works serves as the backbone of the department with an administrative portfolio that provides budget, capital planning, analytics, performance management, contract administration and information technology support services.
As an Accounting Manager, you will be responsible for leading and supporting a unit comprised of approximately forty (40) professional Accountants and Analysts. You will also ensure efficient and effective application of financial transactions, policies, and procedures to meet short-term and long-term objectives and internal controls in compliance with Generally Accepted Accounting Principles (GAAP) and the Governmental Accounting Standard Board (GASB).
Important and Essential Duties:
Your duties may include, but are not limited to, the following:
* Provide leadership and guidance to staff while directing all aspects of accounting functions, including fixed asset and debt accounting, capital project and grant accounting, as well as accounting operations including cash receipts and accounts payable units.
* Using financial systems, such as PeopleSoft Financial Management and Supply Chain Management, and related applications to ensure efficient and accurate application of financial transactions; direct financial systems and related applications issues; support department efforts associated with improving the citywide financial system.
* Maintaining, analyzing and developing accounting policies, procedures, and methodologies, recommending changes as necessary.
* Managing and ensuring that accounting requirements of revenue bond covenants are met.
* Applying complex accounting methods and theories to record transactions in accordance with GAAP and GASB for accounting operations and fixed assets.
* Leading and supporting internal and external audits.
* Representing Public Works in City-wide steering committees.
* Developing and implementing procedures for fixed asset management.
* Directing and resolving project management and contractor issues related to fiscal policies.
* Leading, developing and managing staff working in accounting and auditing functions while identifying coaching and training resources to improve performance.
How to qualify
MINIMUM QUALIFICATIONS
Education:
Possession of a bachelor’s degree from an accredited college or university in Accounting, Business, Finance, Public Policy, or a closely related field.
Experience:
Six (6) years of progressively responsible professional-level accounting experience in a medium or large organization, of which three (3) years must include experience supervising professionals in the accounting field.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years).
Desirable Qualifications:
* Certified Public Accountant (CPA) License
* Experience monitoring operating and capital projects, with multiple funding sources in a large organization.
* Accounting experience with a large organization conducting construction projects.

CONDITION OF EMPLOYMENT
