Job Description
The NIHR is seeking two experienced and results-driven Senior Monitoring, Evaluation, and Learning (MEL) Specialists to lead the development and implementation of impactful MEL frameworks. In this role, you will ensure accountability, measure program effectiveness, and foster a culture of continuous improvement.

The Role
Working closely with colleagues in NIHR Programme and Scheme teams, you will help to establish, support and coordinate Programme/Scheme/Initiative level MEL activities. This will include providing thought partnership/facilitatory role in logic model development to help bring clarity to the unique elements within the full end-to-end process of Programme/Scheme research management and what impact they are likely to deliver.
You will support the identification of key evaluation questions and development of MEL plans to address these, including the development of a logic model indicator table with data collection, analysis and reporting details.
Key Responsibilities
* Leading and supporting organisational level and research and innovations programme and infrastructure schemes monitoring, evaluation and learning
* Identify datasets and develop analysis approaches to evidence progress against logic model outputs and outcomes and provide proactive insights for programme and scheme teams and senior management
* Commission or conduct evaluations of NIHR research
* Draw balanced conclusions from evaluations and analyses and ensure they are communicated clearly to intended (internal/external) evidence users
* Critically review MEL mechanisms/processes
* Work with staff members to identify and develop impact case studies
* Assist with collating responses to ad-hoc ministerial/ DHSC requests as well as preparing for and responding to HM government spending review needs
* Project management and providing reports on project delivery/updates and contributing to monthly/ad-hoc strategic reports
Qualifications
About You
Required Criteria
* Degree in health-related science or social sciences
* Experience of working in research management or relevant experience in evaluation or social research
* Understanding of R&D processes, including dissemination and adoption, and the importance of research impact
* Demonstrable knowledge of how to apply monitoring, evaluation and learning (MEL) approaches to generate insight that can evidence research impact
Desired Criteria
* Postgraduate degree in a medical, scientific or technical discipline or an MBA
* Experience in designing, commissioning and managing research evaluations
* Previous experience of working in the health and social care sector or university sector
* Understanding of the NIHR system and its place in the wider research funding ecosystem

NB: This is an office based, home working (hybrid) role with an expectation for all employees to attend our offices a minimum of 4 days a month, which might increase, subject to team requirements.
