Our Client is seeking an experienced Senior Construction/Pre-Construction Lead. This role is responsible for overseeing the construction team’s performance, optimising resource allocation, and ensuring all processes align with both safety standards and project schedules. The role also includes managing logistics and contributing to our clients expansion onto other nuclear sites, supporting the company’s growth in the nuclear sector.
Construction Management
The Senior Construction/Pre-Construction Lead will be responsible for developing and implementing systems to oversee the delivery of permanent and non-permanent works at HPC. This includes ensuring that the Construction Team is adequately resourced and that logistics are in place to support these efforts. The individual will also oversee the development of the Common Building Services (CBS) Maintenance & Inspection Regime, ensuring compliance with site expectations and client requirements. Furthermore, the Senior Lead will support the Construction Director in preparing the business for future projects at additional nuclear locations.
Employer’s Requirements
The role includes managing the receipt and evaluation of Employer’s Requirements (ERs). These will be distributed to our clients Subject Matter Experts (SMEs) for review and confirmation. The Senior Lead will manage tender queries, conduct a gap analysis of pre-construction information (CDM), and ensure that the businesses procedures are aligned with employer safety and quality standards. This also involves evaluating the cost breakdowns to ensure cost certainty and alignment with project goals.
Project Risk Management
The Senior Construction/Pre-Construction Lead will oversee the evaluation of project risks, collaborating with relevant stakeholders to identify and mitigate risks throughout the project lifecycle. A detailed project risk register will be maintained, and the Senior Lead will facilitate risk reduction forums to ensure that risks are effectively managed and reduced as the project progresses.
Pre-Construction Planning
This role involves active participation in scheduling, technical analysis, and the preparation of key documentation such as Risk Assessments and Method Statements (RAMS) and lift plans. The Senior Lead will develop a temporary works strategy and ensure the construction phase plan aligns with both employer expectations and our clients standards. Additional responsibilities include closing out risk register items, confirming the quality hold point schedule, and agreeing on handover deliverables with the employer.
Design Management
The Senior Construction/Pre-Construction Lead will confirm our clients design competence and manage design interactions with the Principal Designer and other stakeholders. They will oversee any changes in scope or design, ensuring that these adjustments are managed efficiently and communicated to the project team. The role also involves producing Health & Safety (H&S) files where applicable and overseeing the handover of temporary works design packs to Designated Individual (DI).
Handover to Operations and Construction Phase
The Senior Lead will ensure that the operations team receives clearly defined work packs and that the risk profile is confirmed and agreed upon. They will be involved in project appraisals, comparing forecasted results against actual outcomes. The Senior Lead will also manage design and scope changes, ensuring that any modifications align with the existing risk profile and contract deliverables.
Early Warnings, Risk Reduction & Client Liaison
In collaboration with the employer, the Senior Construction/Pre-Construction Lead will contribute to the early warning process, participate in risk reduction efforts, and attend progress meetings when necessary. Their involvement will help ensure that risks are identified and managed proactively, and that the project remains on track.
Handover to Employer/Post-Construction
At the end of the project, the Senior Lead will be responsible for producing a report that evaluates our clients performance and delivering H&S files to the employer. They will oversee the closeout of punch list items and facilitate a post-construction performance evaluation, identifying lessons learned and feeding them into our clients continual improvement process.
Essential:
1. Extensive experience in Construction & Project Management within the Nuclear or Engineering sectors.
2. Strong understanding and implementation of CDM Regulations and Risk Management Processes.
3. Proven experience in managing employer’s requirements and aligning them with project goals.
Desirable:
1. Professional qualifications such as PRINCE2, PMP, or an equivalent.
2. Experience with NEC – DMIC - FIDIC contracts and client liaison.
3. Formal qualifications in Construction Management or Engineering (e.g., a degree in Civil/Electrical/Mechanical Engineering, Construction Management).
4. Chartered status or membership with a recognised engineering institution (e.g., ICE, IStructE, CIOB).
