We are looking to appoint a Service Development Manager to lead our Technical Services team. This is an exciting opportunity to be part of a team that makes real collaborative change happen, helping ensure we can continue to deliver effective frontline services for our residents and commercial customers.
The Technical Services Team is our in-house multi-skilled team providing the support our Service Managers and their respective teams require to find, develop, adapt, and implement positive service change that has at its core the principle of First Time Right.
To this end, a systems thinking approach that goes beyond the data, to working collaboratively with frontline colleagues in identifying patterns of behaviour and approaches that are no longer serving us well would be a distinct advantage.
The City Services Directorate comprises Waste & Recycling Services, Local Services (Grounds Maintenance, Street Cleaning), Bereavement Services, Fleet Services, Highway Services, and Property Maintenance Services. Each of the services has a Service Manager and the Service Development Manager will be collaborating with these peers and their respective experienced and knowledgeable teams to enhance our combined operational capacities.
The Service Development Manager will work to the Head of Service – Waste, Fleet and Technical Services. In their capacity, they will be responsible for co-ordinating the Technical Services Team’s existing real-time support functions that are essential to the successful daily delivery of the frontline services that comprise the City Services Directorate.
Importantly, the Service Development Manager has operational responsibility for the continued day-to-day operation and development of our successful Commercial Waste and Recycling Service.
It is essential the postholder also brings project management experience to successfully support collaborative delivery and implementation of current, and planned projects. These currently include comprehensive review and route optimisation of City-wide Domestic Waste and Recycling routes, and ongoing rollout of Bartec Collective Portal providing residents and commercial customers with comprehensive digital access to all their services.
Collaboration will be key to the postholder's success in the role, and the Directorate’s management team champions the importance of its managers building helpful, supportive, learning relationships with teams across the wider council. It is upon this that well thought out constructive change and productivity improvements can be made.
The postholder will also support the winter maintenance duty officer rota alongside fellow service managers.
