This role is a key member of the Building Management team in CTPHQ LSS, coordinating on site hard and soft facilities management and providing a locally based support team to deal with property related issues within the newly formed Counter Terrorism Operations Centre. This role is critical in maintaining an exemplary service to senior officers, staff and partners in this most significant, operationally critical and highly sensitive building. The role will be required to work solely within CTOC and will need to be flexible and mobile. Supported by a Building Manager and Service Delivery Manager, this role takes responsibility for the coordination of all soft and hard FM services; local LSS Services as defined by a service catalogue, developing and maintaining strong relationships with operational police officers, staff and partners; ensuring compliance with all relevant Health & Safety (H&S) and related regulations; helping to improve utilisation and working practices through direct support to occupying units in the adoption of 'smarter working'; and acting as the site manager for all people moves and related activities through appropriate governance structures. Key Tasks The post holder will be required to do the following: Build and maintain positive relationships with all occupying units, including:
* Liaise with all occupying units, developing relationships with the SBL, unit Commanders, heads of units, partners and designated Single Points of Contact (SPOCs), understanding their property related concerns and needs
* Maintain a visible presence within CTOC at all times
* Lead on all building and infrastructure related issues, providing users with confidence in the effective running of CTOC
* Seek to understand occupier user requirements and needs whilst providing reasonable challenge to ensure value for money and operational efficiency
* Act as the escalation point for all occupiers, resolving disputes and issues in a calm and professional manner
Lead on Estate Transformation activity, including:
* All occupier related matters, including internal moves and restacks in line with the Joint Operations Board and appropriate internal Governance taking accountability for success across all internal and external delivery partners / suppliers
* Contribute to the successful design, construction, handover and 'soft-landing' of any construction and refurbishments through collaboration with LSS Senior Management and other PSD and external project leads according to accepted gateway and delivery lifecycle standards, with a focus on acting as FM lead for the handover process from construction into live running
* Support change programmes, such as Smarter Working, encouraging and helping to enforce new ways-of-working e.g. shared areas, flexible working, utilisation studies, desk ratios, locker management, maximizing use of share and flexible space
* Provide local intelligence and insight to LSS Senior Management
* Coordinate utilisation surveys as required
* Ensure that all property related information is kept up-to-date by your team and all project teams working in CTOC, enforcing standards and accuracy
* Identify opportunities to improve shared areas, infrastructure, services and ways-of-working, bringing structured ideas to the attention of LSS Senior Management and the Joint Operations Board leading them through the required approvals and delivery processes to successful implementation. Co-ordinate all building management and FM services delivered on site, including:
* Manage and monitor all hard and soft FM services to ensure effective building maintenance, working with the FM Integrator and supply chain as appropriate
* Give particular focus to locker and parking management and shared areas cleanliness / quality to ensure CTOC gives a world class and professional impression to all occupiers and visitors
* Working with the Joint Operations Board and your local LSS teams, establish and implement planned preventative maintenance programmes including planned shutdowns of services and infrastructure
* Working with FM colleagues, contribute to contract and performance meetings with the FM Integrator and wider supply chain
* Ensure all occupiers are familiar with the reporting procedures for building and infrastructure faults in line with service catalogues
* Ensure any service or maintenance issues receive prompt attention and are resolved within acceptable and agreed timescales and keep all interested parties fully advised
* Identify requests for minor works coming from occupiers, ensuring that they progress through the correct governance route and subsequently manage completion of the works to MPS / PSD standards and best value
* Lead on the implementation of any CTOC estate wide FM strategies and policies
* Maintain a flexible and mobile approach at all times
Lead on all Health & Safety and regulatory issues within CTOC, including:
* Complete daily safety tours and periodic inspections and report using agreed templates, covering all regulatory requirements according to a given schedule
* Co-ordinate the inspection activities of specialist inspectors in H&S and other disciplines, e.g. water, waste, fire, electrical
* Ensure all H&S and environmental management systems are in place and maintained, working closely with the SBL and other occupiers as required
* Manage all issues identified or reported in line with PSD and MPS procedures, ensuring regulatory compliance at all times
* Co-ordinate and facilitate an annual fire evacuation
* Facilitate a forum for H&S matters specific to the building to be escalated and recorded
* Ensure that all works carried out are undertaken with the correct H&S arrangements in place
* Contribute to achieving relevant H&S and environmental management and performance standards (OHSAS 18001 and others)
