The Environmental Consents Manager (ECM) will support the management and coordination of consenting activities across the project, working seamlessly with environmental, town planning and highways specialists across all area delivery units and teams, as well as design and construction colleagues and the functional Consents & Engagement (C&E) team to ensure that all consents requirements are delivered in compliance with the HS2 Act and all other applicable legislation. Consents will be obtained in agreement with HS2 Ltd as required.
The ECM will monitor and report on progress with consents, and any associated risks to programme and delivery. The ECM will ensure that compliance with consents and associated conditions throughout the design, construction and handover phases of the contract are understood, working in accordance with project-wide policies and procedures.
The ECM will have responsibility for consenting in the key environmental disciplines including water, waste management and asset protection (heritage), spanning all delivery units. The ECM will report into Area West Environmental Lead and Core C&E Director respectively.
The ECM will be the lead liaison with relevant Consent Granting Bodies including the Environment Agency, Canal and River Trust and Borough Councils.
The ECM will have functional line management responsibilities for the Environmental Consents Advisor.

Role Responsibility
* Develop and execute consistent consent management, reporting and assurance processes and procedures to support the project-wide Consents Management Plan.
* Report on project-wide progress and performance for consenting activities to the C&E Director, Area Environmental Leads and project leadership team.
* Manage the coordination and submission of all project-wide consenting deliverables (including applications, the management plan, consents registers, lookaheads etc) to the client.
* Coordinate with the Consents (P6) Planners, Design Managers and Design House consents resources to monitor and understand impacts of the Design House deliverables programme /progress to help identify and manage risk.
* Coordinate with the Area Environmental & Delivery Teams to advise, forecast and coordinate the efficient establishment of consents (inc. variations, file notes etc) to support activity programs.
* Identify, record and escalate consents related risks via the risk reduction process and project-wide reporting. Ensure the project level consents risk register is maintained and where required support area consents colleagues in ensuring consenting risks are appropriately recorded within area delivery risk registers.
* Support the C&E Director and Area Environmental Leads (and deputise where appropriate) in representing SCS at best practice forums, client-led consenting activities, engaging with and contributing to lessons learnt activities and cascading these across SCS.
* Ensure all consenting plans, procedures, reporting and systems are fit for purpose and maintained, and work with consenting colleagues to deliver training and/or awareness sessions across the project teams as required.
* Support the continuing development of a project-wide Consents Database (e.g. the Registers), including identifying requirements, coordinating user acceptance testing and manage delivery of project-wide system training.
* Ensure all key consents documentation is recorded and transmitted in coordination with the Environmental Consents Advisor and Environmental Consents Compliance Manager.
* Prepare and complete consent surrenders as applicable, collation and submission of relevant documents to ensure a smooth assurance and handover transition of project assets.
The Ideal Candidate
* Demonstrable project or consent management experience, including project controls / reporting experience.
* Experience of consenting activities on complex construction projects and/or major infrastructure delivery.
* Proven ability to build and maintain excellent working relationships and effective channels of communication in a pressurised and highly time sensitive environment.
* Outstanding communication and presentation skills.
* Qualification in a relevant subject.
* Problem solving, facilitation and negotiation skills.
Desirable qualifications, skills, behaviours and attributes
* Experience of one or more of the key consent specialisms of Town Planning, Environment or Traffic & Highways.
* Demonstrable expertise in project controls / data analysis.
* Experience of delivering consents under an enabling Act of Parliament (such as HS2 or Crossrail) or a major Development Consent Order.
* Membership of relevant association.
