Role Overview: The Technical Facilities Manager will oversee all facilities management services, managing both hard and soft services operations in Reading. This role will be a high profile position and will include a significant amount of customer interaction and act as a central conduit for the client and their external stakeholders. A key focus of the role is to advise and consult with the client regards to planned moves, services and project works, including but not limited to O&M’s, RAMS and H&S.
The Technical Facilities Manager will need to take responsibility for the operational management of the FM delivery to ensure the required standards are met and achieved according to the contract service level agreements (including the management and supervision of all work carried out by subcontractors).
The Technical Facilities Manager will need to have experience of delivering services to SFG20 standards and have a high level of technical experience and knowledge to ensure the site is fully compliant at all times. This role will also include delivery and management of small works, so experience of this is essential. What you'll do:
1. Management of a best in class FM service provision to multiple tenants within the building
2. Ensure efficient and effective planning to complete all required reactive and PPM works in line with the agreed KPI’s.
3. Delivery of extra works and task orders, liaison with the project team and forward capital plan to ensure all work is captured and delivered in the best way.
4. Ensure all reactive and planned maintenance tasks are conducted according to the requisite standards across the site and are completed in line with the contract service level agreements via Agility.
5. Be conversant with all statutory compliance processes and procedures and ensure compliance across the site.
6. Maintain and promote strong customer relationships with all key stakeholders to ensure total alignment of the services provided, sharing knowledge of key contacts across the larger team.
7. Maintain accurate site administration and statutory compliance files.
8. Identify and implement operational improvements to ensure the continued provision of high quality service to customers, working where necessary with Senior Managers to develop plans for expanding and enhancing the value of EMCOR’s business.
9. Capturing innovation, new technology, best practice and new ways to improve service delivery.
10. Full compliance in internal and external auditing and support site teams during the audit process for all service disciplines – minimise CARs raised. Action and close any corrective actions relating to service delivery.
11. Management of contractors in relation to PPM and reactive works whilst on site, ensure all procedures are adhered to and work is carried out in a safe and compliant manner, including issuing permits to work.
12. Proactive and effective risk management; establishing contracts, procedures, health and safety systems and audits which ensure that the services are compliant with legislation and that contingency plans are in place.
13. Line manage and maintain the training, development and succession plans for all members of the Team, proactively driving their continuous development and ensuring the performance bar is continually raised.
14. Ensure site team schedules are up to date and meet the contract specification.
15. Management and close supervision of site based EMCOR staff.
16. Maintain the correct skills and competence levels of the site-based team to meet the contract scope and EMCOR rules and procedures.
17. Ensure minimum manning levels are maintained to ensure operational delivery at all times.
18. Maintain accurate site log books in accordance with EMCOR’s integrated management system.
19. Promote by example EMCOR’s values in all activities.
20. Perform the role of Incident Control Officer (ICO) in the event of an emergency and maintain business continuity plans for the site.
21. To support, manage and promote Health Safety and Environment including risk management processes in conjunction with the companies HSE&Q team, regularly monitor the safety performance of all service aspects and identify areas for improvement.
22. Ensure regular team meetings to cascade information from management meetings.
23. Play key role in ad hoc duties such as business continuity, building evacuation procedures and EMCOR business development showcase visits to site.
24. Provide monthly MI reports from the Agility system, ensuring completion of all auditing requirements such as safety culture assessments and customer satisfaction surveys.
25. Ensure full compliance with the EMCOR PPE mandate, to also include correct uniform is worn at all times.
26. To act as an initial single point of contact for incoming occupiers,
27. To facilitate occupier visits and surveys of the building, including agreeing access to restricted areas (i.e. plant rooms and risers) with the local building management,
28. To attend occupier project meetings, on behalf of DHSC, and take away actions and/or record actions needed by local building management to then follow-up with them,
29. To find and provide documents such as existing O&Ms, from DHSC file stores, to occupiers,
30. Liaise between occupiers and the local building management team around any H&S processes where they need to join up,
31. Arrange building passes for lead occupier contacts,
32. Help occupier contactors identify welfare areas within a defined available space,
33. Facilitate sharing of RAMS where occupiers work in areas under DWP supplier control,
34. To over time build up a technical understanding of the operations of Quarry House to help facilitate occupier engagement with the local building management team,
35. To produce a weekly report on progress of occupiers moving into the building and issues for a period after they move in,
36. Raising tickets with the KBR helpdesk on behalf of occupiers where the site suppliers need to be engaged in an occupier project.
Person Specification
37. Preparation and submission of management information for monthly reporting.
38. Be conversant with all statutory compliance processes and procedures.
39. Ensure that all EMCOR policies, procedures and standards are in place and adhered too.
40. Act as client liaison for EMCOR developing relationship working towards account development.
41. Operate to the highest possible standards in relation to H&S compliance at all times for own and building users welfare.
42. Oversee the delivery of energy policy with regard to best practise facilities management.
43. Support all energy performance measurement, monitoring and management, in line with client ISO14001 requirements.
44. Responsible for contributing to energy reduction targets at building level, reflective of strategic sustainability and carbon reduction targets.
45. Upkeep records on the Computerised PPM System covering the service of plant and equipment.
46. Demonstrable knowledge and substantial experience at a managerial level in the management and delivery of TFM services across a nationwide property portfolio
47. Recognise the importance of satisfying customers’ needs and demonstrate the ability to successfully develop and manage the customer relationship and interface
48. Communicate effectively, consistently, openly, honestly and in a responsive manner
