About the role:
We presently have an exciting opportunity within our Strategic Property Department for a Senior Valuation Manager. Our Strategic Property Team are essential to keeping Powys Corporate buildings open and safe to deliver services to the residents of Powys. The Strategic Property portfolio covers a wide range of buildings, such as workshops, schools, depots and libraries to name just a few. The role will manage the delivery of the property valuation service and provide effective management of the Councils land and property portfolios. The post holder will provide strategic valuation advice to the Professional Lead, Council’s senior management team and elected members. The role will also contribute to the commercial and transactional sections of the estates practice by maximising capital and revenue income by optimising the estate through the implementation of the corporate rationalisation programme. The post holder will lead on Council valuation and regeneration/re-development matters and all related aspects including the preparation and reviewing of Asset Valuations in accordance with RICS Red Book and CIPFA best practice to meet the Council's statutory requirements.
Strategic Property are continually improving processes and procedures to ensure that the buildings we manage are maintained to a high standard, are performing for their intended purpose and to help ensure value for money on the use of the council’s property assets.
About you:
To effectively manage the delivery of services, projects, initiatives and effective asset management, in line with the council’s aims and objectives of various sites throughout the portfolio.
To manage and co-ordinate the Valuation team’s resources to deliver services efficiently and effectively, ensuring value for money by maximising revenue and capital income from rents and disposals of surplus property. To provide professional leadership to the valuation team and its external partners, setting and monitoring team priorities, goals and developing and delivering the councils objectives linked to the Corporate Services Plan.
What you will do:
1. To effectively lead, manage and support a team of professional and technical officers providing the Council with clear and consistent professional advice regarding all valuation matters across its portfolios, whilst also ensuring as far as possible the capital transactional elements of the service can be delivered.
2. To work with the Commercial Property Manager and the Principal Property Manager in the management of the Council’s commercial and public building estates to ensure they are fit for purpose and provide an identified return to the Council, supporting revenue income generation and capital receipts to aid the councils financial planning requirements.
3. Maximise the potential of surplus property assets and capital receipts by identifying the most appropriate method of disposal or reuse. Where necessary, seek pre-application planning advice for alternative uses prior to disposal to enhance capital returns. Provide innovative solutions that maximise the efficient use of all Council owned property assets and to bring forward and negotiate options with partner organisations and other interested parties.
4. To provide a comprehensive range of professional valuation, property management, acquisition, and disposal advice to optimise the effective use of the Council’s Property Portfolio, as outlined in the Council’s Strategic Asset Management Plan.
5. To commission and manage the external procurement of the Council’s annual statutory asset valuations. To undertake rent and rate reviews and to commission and manage the business rate appeals process as necessary to reduce revenue expenditure.
6. To work with Elected Members, Executive Directors, Heads of Services, senior managers, and other internal and external stakeholders to ensure the continuous development and improvement of valuation and property management practices.
