Senior Joint Commissioner - Learning Disabilities and Autism
The Integrated Commissioning Team for LDA is committed to improving the lives of autistic people and people with a learning disability of all ages by enabling them to maximise their independence, live healthy lives, be part of their community and have choice and control over their care and support. Commissioning responsibility extends across a range of specialist health and community-based service provision. The team is hosted by Warwickshire County Council, within the Children and All Age Disabilities Commissioning Team, on behalf of:
* Warwickshire County Council
* Coventry City Council
* NHS Coventry and Warwickshire ICB
The post-holder will be responsible for leading, developing, reviewing, and implementing strategic commissioning intentions for autistic children, young people and adults and people with disabilities across Coventry and Warwickshire. This will include direct commissioning and transformation activity as well as oversight of the workplans for the team.
The post holder will have financial responsibility to manage cost centres and will be expected to work closely with finance leads across the system to manage budgets, forecast, and prioritise resource.
The post holder will be a forward-thinking and creative strategic commissioner taking a lead role in the planning of integrated and ICB commissioned services, also working collectively with local authority colleagues to identify commissioning solutions in partnership.
Main duties of the job
The Integrated Commissioning Team are responsible for a range of commissioning intentions and priority transformational activity including, but not limited to:
* Delivering responsibilities for integrated commissioning for children, young people and adults as outlined within NHS operational planning guidance and the Care Act;
* Delivering all age commissioning intentions for autistic people and people with learning disabilities.
* Ensuring the alignment of strategic integrated commissioning intentions and place-based activity/priorities.
* Co-ordinating and delivering the Coventry and Warwickshire Autism Strategy;
* Developing integrated pathways, models of care/support and associated commissioning arrangements.
* Focused market development and engagement across the Coventry and Warwickshire system to ensure specialist provider development including working with housing leads and providers to facilitate the development of appropriate accommodation and care options.
* Pursuing funding opportunities, such as NHSE capital grants, to further evolve the local offer according to evidenced need.
* Contributing to the system focused activity on reducing health inequalities experienced by autistic people and those with a learning disability.
* Working with commissioners and providers to ensure that non-specialist provision is developed in an accessible way so that the needs of autistic people and those with LD are considered and reasonable adjustments promoted.
