About the Role:
Cumberland Council has been awarded £5 million by the National Institute for Health and Care Research (NIHR) to become a ‘Health Determinants Research Collaboration’ (HDRC), as part of a wider £50 million investment from the NIHR for a selected number of local authorities across the country to build capacity and capability to conduct high quality research to address health inequalities and improve health outcomes.
The HDRC will shape Cumberland Council into a modern empowering council underpinned by research and evidence-based practice. Becoming a centre of excellence for sustainable Local-Authority and community-led health determinants research and experts in health inequalities in coastal, rural and dispersed communities.
Data and evidence are of fundamental importance to the HDRC. This role is pivotal in ensuring Cumberland Council is adept at collecting, managing and deploying data and evidence in its day-to-day activities.
You will be responsible for building data governance, data management structures and processes in Cumberland Council by developing and improving opportunities to develop research skills and experience for staff. You will enable the production of management information and research data and analysis which are quality, compliant, enable performance assessment and improvement planning, and service development. You will lead analysis of evidence aligned to the HDRC Research Priorities supporting its Research Officers to undertake research projects.
Alongside the Training Officer, you will support sustainable evidence user capability in Cumberland Council by developing the knowledge and skills needed to collect, store, retrieve, choose and use rigorous evidence across our workforce through a research training programme.
Key Duties:
* To develop and manage a data analytics system that is compliant with local and national statutory data reporting requirements and enable sound performance and analytical enquiry.
* To assist with the identification and implementation of interoperable system solutions which enable integrated working, both within a single agency and multi-agency context, in collaboration with Performance and Insight Team.
* To develop and maintain recording and reporting mechanisms using appropriate software, to provide accurate and timely management information which enables robust performance monitoring, improvement planning and service development, and the fulfilment of statutory national reporting requirements.
* Participate in directorate programmes and projects as directed by the Performance and Insight Manager supporting analytical and statistical work and preparing reports and presentations for audiences at all levels within a single agency or multi-agency setting.
* To provide analysis of key data sets related to the HDRC Research Priorities and research projects.
* To support the collation and analysis of council, regional and other data to support evidence-based decision making and future research funding applications.
