Context
Commercial Manager / Change Manager to provide full commercial support to designated Delivery Directors and commercial oversight of the designated Directorate.
Missions/Main Duties
Responsibilities
* Appoint and manage sufficient and suitably qualified and experienced commercial staff to undertake sub-lot commercial management.
* Provide all commercial support to designated Delivery Director.
* Lead all commercial engagement with the Contractor on sub-lot issues.
* Escalate all matters of dispute to the Senior Commercial Director.
* Attend all Change Control Boards for sub-lots in Directorate.
* Support Project Managers in the sub-lot Monthly Performance Reviews.
* Develop and narrate a clear explanation of sub-lot cost growth.
* Ensure EWN’s are raised for all matters identified in Contract clause 16.
* Ensure all requests to attend Risk Reduction Meetings are responded to and suitable commercial support is provided.
* Ensure sub-lot teams identify and notify Compensation Events weekly, within the contract timeframe of 7 weeks to avoid time bar, in accordance with Contract clause 61.
* Ensure Quotations are prepared and submitted in accordance with Contract clause 62.
* Ensure appropriate responses are raised for any Contractor’s Assessments.
* Ensure all notified change is recorded on both CEMAR and Power BI on a weekly basis.
* Reconcile cost growth and change management and seek to justify all cost growth with notified change.
* Contract Administration
* Ensure all communications comply with Contract clause 13.
* Notify any required additions to the working area in accordance with Contract clause 15.
* Notify any Ambiguities and Inconsistencies in accordance with Contract clause 17.
* Notify any Illegal or Impossible requirements in accordance with Contract clause 18.
* Manage the approval, appointment and payment of all sub-subcontractors in accordance with Contract clause 26 and Annexure 21.
* Promptly prepare response to any Notified Defects (for approval by Design Directors).
* Administer all other terms of the Contract as required.
* Cost Control
* Support Sub-lot Project Managers in the weekly cost review meetings.
* Review and challenge cost forecasts and identify all cost growth, classifying as:
o Change instructed by BBV.
o Change instructed by HS2/Third Parties.
o Cost Growth by DJV identifying the root cause.
