Reporting to the Regional Head of Delivery, the Regional Engineering Manager (REM) is responsible for ensuring that the regional engineering team has the capability, capacity, process and governance to deliver the regional portfolio in the budgeted time and to the appropriate level of quality. The REM allocates delivery engineering team resources to the delivery portfolio. The REM is responsible for ensuring all procedures and tools are deployed consistently across the project portfolio as well as ensuring technical and engineering standards are complied with and engineering safety risk is managed effectively throughout the delivery project lifecycle. The REM is also responsible for driving forward efficiency changes and ensuring a high level of knowledge and skill is maintained within the team deploying robust training and development activities.

* Managing the regional portfolio of Engineering work-packages across a number of projects and safely deliver these to time, quality, and cost parameters agreed with the Regional Head of Delivery and in line with company processes.
* Consistent implementation of company engineering standards and processes as determined by the Chief Engineer and Head of Engineering.
* Measurement of engineering performance against metrics agreed with the Head of Engineering and the Regional Head of Delivery.
* Champions, sponsors and participates in continuous improvement via proactive Continuous Improvement initiatives, both at national and regional level.
* Implementing a regional assurance regime to ensure compliance with standards determined by the Managing Director and Head of Engineering and implement corrective actions where required.
* Preparing and updating work activity plans to maximise Engineering resource utilisation/efficiency.
* Preparing and maintaining a resource schedule to identify resource requirements to meet short term work bank surplus/shortfall in employees to be managed with the Head of Engineering and Regional Head of Delivery.
* Allocation of engineering resources to meet the targets determined by the Regional Head of Delivery and Head of Engineering.
* Conduct regular performance appraisal of key Engineering staff and manage their performance.
* In conjunction with the Training Department and Head of Engineering, develop specific training plans to address the regional Engineering competency development requirements.
* More broadly, define and maintain a regional Engineering capability development plan to ensure the capability of the regional Engineering team is aligned with current and future scheme requirements.
* Act as mentor to the engineering community and promote personal development via continuous professional development and performance development plans.

* Experience of managing large multidisciplinary teams.
* Established professional status within the signalling industry, with significant experience of engineering implementation on large signalling schemes in the UK. Experience of overseas engineering delivery and metro signalling is an advantage.
* Commercially aware – able to forecast and manage resource utilisation and costs.
* Safety culture aware – able to influence and develop an existing safety culture to the latest generation thinking and practice.
* Supportive of a consistent companywide approach to continuous improvement.
* Strong leadership qualities including personal drive, persuasive communication skills, enthusiasm and support for company goals.
* A broad base of engineering skills, experiences, knowledge and competencies covering the full engineering lifecycle, together with the requisite personal characteristics, to take responsibility for facilitating cross-disciplinary engineering activity in complex, innovative and commercially challenging environments.
* Previous experience in Systems Engineering, Design Development, Application Design, Project Engineering and Testing and Commissioning of safety-critical or safety-related real-time systems.
* Strong and effective communicator at all levels within the Business and with new and existing customers.
* Demonstrate an ability to work in an environment where calculated risk-taking is necessary.
* Must be willing to fill gaps in own knowledge and experience through taking a proactive approach to learning by seeking information from within and outside the company.
