We are looking to recruit a Health & Safety Compliance Manager based in Evesham but travel will be involved.
Responsible for compliance and health and safety management across the organisation, ensuring full compliance with all statutory regulations, Approved Codes of Practice (ACOP), official guidance standards and best practice.
To ensure that compliance, health and safety policies and Group Practices are updated, implemented and adhered to in line with current legislation and group policy. Annually review procedures and guidance in line with legislation, industry best practice and group policy.
Key responsibilities Accountable for the day-to-day performance of the service, providing effective support, motivation, guidance, and advice to maximise performance and enable all colleagues to engage and contribute to the development of the service. Compliance To be responsible for managing all landlord compliance in relation to the following programmes.
Ensuring that all records and assessment are accurate and comprehensive and that contractors and the Asset Investment Manager are advised of all actions required to ensure ongoing compliance:
• Gas safety • Fixed wiring electrical testing and portable appliance testing (Domestic and Communal) • Legionella and water hygiene testing and risk assessment • Communal Asbestos • Emergency lighting • Dry risers and fire equipment • Fire panels • Fire safety risk assessments • Lightning protection systems • Auto units • Lifts/Stairlifts •
Any other compliance areas To ensure a robust risk management approach so that performance is accurately monitored and reported.
Working with the Risk and Assurance team to manage and maintain compliance related risks within the Group’s risk register and preparing and monitor a compliance risk register. Lead on the development of the compliance schedule for corporate and housing assets. To supply monthly compliance reports, figures and narrative to the Executive Director Investment and other key departments including Risk and Assurance, covering relevant areas of compliance performance, processes, procedures, and statutory compliance responsibilities to allow for monitoring and group reporting.
Responsible for all matters relating to asbestos, including strategy, survey, register and external agencies and for ensuring that properties are compliant with asbestos legislation. Health and Safety To oversee the advice given to managers and directors by the Health & Safety Officer on matters in respect of the obligations placed on employers in accordance with the Health & Safety at Work Act and associated legislation.
Through the Health & Safety Officer ensure the CDM register is maintained and updated with relevant evidence.
Keep up to date on current trends in health and safety and compliance best practice and legislation and provide necessary information and advice to colleagues, contractors, and stakeholders on ensuring health and safety and compliance is effectively managed to current standards and acting dependant on the nature of any failure to meet a specific standard.
Ensure regular health and safety inspections and audits at offices, schemes and general communal areas are carried out.
Work with the Human Resources team to ensure the required health and safety training is provided to employees and managers to ensure compliance with the Health & Safety at Work Act and other legislation.
Ensure appropriate awareness of Health and Safety policies, procedures and practices are made available to colleagues and managers to enable them to understand areas of responsibilities.
Audit records to ensure Fire Risk Assessments, and annual fire risk inspections, are undertaken and recommendations implemented.
Ensure an effective risk assessment process and supporting documents are in place for managers to undertake relevant risk assessments.
Ensure the maintenance of the core risk assessment register, ensuring regular reviews and updates are carried out in line with policy and Group Practices. Oversee the Health & Safety Officer to ensure that all accidents and incidents reported are investigated and remedial preventative measures are implemented.
Oversee the Health & Safety Officer to collate statistics on accidents and incidents and identify any trends or areas of risk and liaise with relevant managers or directors to implement remedial actions as required. Ensure that all HSE reportable incidents (RIDDOR) are reported on time and in the correct manner. Co-operate fully with the safety representatives and enforcement officers of the local authority, HSE and other statutory bodies. Assist, where necessary, the Head of Asset Investment, Asset Investment Manager, and managers across other service delivery areas to assess the suitability and competency of any contractors and ensure there is regular monitoring of their compliance with health and safety standards in conjunction with the appropriate colleagues, as required.
Contribute to the delivery of department objectives, strategies, action plans and projects as required including contribution to the development and improvement of policies Effectively manage agreed budget/s, in accordance with policy and procedure, ensuring value for money and maximising efficiency. Responsible for effective budget, resource, and performance management to ensure operational delivery within designated budgets, KPI’s and targets. Responsible for providing detailed information on work identified via compliance team activities to assist in the development of Asset and Repair budgets.
Line management responsibilities Effectively lead and manage direct reports and the team, ensuring that they exercise their responsibilities in full. Ensure all appropriate health and safety risk assessments are in place and making sure staff are aware of and adhere to any specific instructions and use personal protective equipment where required. Ensure that team members are aware of any risks associated with their role, adhere to any specific instructions, and use personal protective equipment where required. Provide regular one to ones and reviews to manage employee performance, in accordance with company policies, procedures and guidance. Manage absence related matters, including conducting return to work meetings and promoting employee health and wellbeing. Delegate responsibilities based on competence of colleagues and the needs of the organisation to promote development and team working. With the support of the Human Resources team, ensure that colleagues receive all mandatory and specialist training. Take responsibility for ensuring that key company messages and activity are communicated to direct reports and team members. Ensure that direct reports and teams exhibit the company values and behaviours.
NEBOSH or equivalent in a relevant discipline i.e., Fire Safety, Asbestos BOHS P405 HHSRS Risk Management training or qualification
