Role – Sub-Contract Buyer Location – Brighton Purpose of the Role: As a Sub-Contract Buyer you will be an important part of the Southern Water Frameworks Procurement and Commercial team and will work closely with the Pre-Construction, Commercial, Design and Delivery functions within the wider team, to maximise our short, medium and long-term procurement opportunities and deliver on the key accountabilities identified below. You will be working closely with the other existing members of the subcontract procurement team for the Southern Water business unit and interacting with the wider subcontract procurement members on other water frameworks. Key Accountabilities: Ensure sub-contract orders are robust, de-risked and meet all internal and Client requirements Achieve targeted procurement savings for the Framework Develop and maintain strong relationships with our supply chain and internal stakeholders Help develop any local supply chain initiatives with the Supply Chain Manager Participate in creating a knowingly safe working environment. Person Specification: Proven Track record in succeeding in negotiations with Sub-Contractors Experience in a similar role / environment / industry Knowledge of the UK Water Sector supply chain would be advantageous Appropriate CIPS qualification or equal Role Requirement Summary: Ability to work independently and as part of a wider team, sharing information on new suppliers and technologies, with the ability to adapt. Act as the single point of contact between suppliers and internal stakeholders, ensuring correct information is shared and correctly priced. Including negotiating best available price (exceeding targets), programme and terms to suit the projects needs. Work with the Pre-Construction team to identify and forward plan programme / project level procurement opportunities, including setting up any advanced deals or more strategic relationships. Receive estimating handover documents and subcontractor quotations and review subcontract strategy, supply chain and initial Procurement Schedule with Production and Commercial to ensure adequate package coverage with the existing approved supplier database. With the wider team, identify and agree suitable suppliers to use from the existing database at an early stage of project development and review any emerging requirements for new suppliers who may need to be proactively accommodated / approved. Work closely with the Project Manager / Engineer to develop Procurement Schedules that create the necessary time to maximise procurement opportunity and proactively support its regular maintenance and update with the Delivery team thereafter. Support Project QS’s in checking incoming requisitions and supporting contract documents for correctness and completeness and flagging up any issues back to the project team. Issuing out subcontract enquiries in a consistent format and monitoring and proactively chasing their return Presenting the initial quotes back to the project team for comment and review together with an initial comparison, including price comparison and normalisation to help make quick, easy and informed decisions. Organising and chairing mid-bid site review meetings with suppliers if required due to package complexity Completing and issuing final comparisons with recommendations for final subcontractor selection by the site team and obtaining necessary approval in principle to proceed to order Organising the pre-let meeting with the successful supplier including: Drafting the pre-let minutes and pre-issuing prior to the meeting for review Chairing the pre-let meeting and updating the minutes and obtaining signatures from all Support Project QS’s in drafting the NEC subcontract orders from the order templates provided by the commercial team and obtaining internal approvals prior to issuing any orders to the subcontractors Using Adobe Sign to issue out subcontract orders Help in post order dispute resolution What We Can Offer in Return: With an impressive order book of over £3.2 billion we are one of the industry’s leading principal contractors, affording you the opportunity to work on some of the UK’s most exciting projects offering you stability as well as the chance to stretch your capabilities and realise long held career goals.
