Interim Agency Highway Engineer

Pay Rate: £23.99 per hour PAYE
Hours per week: 37 Monday - Friday, 8am to 4pm
Role Length: This opening assignment is for 5-6 months
City: City of Bristol
The position will involve the occasional requirement to work out of hours to supervise highway carriageway surfacing works.
Full UK driving licence required.
The successful candidate will be responsible for highway maintenance work, helping deliver works which may include carriageway patching, surface dressing preparation, footway works, carriageway resurfacing, and anything else that the team is required to deliver.
Key Responsibilities:
1. Manage & deliver complex construction projects required by a project brief & often in a constrained urban environment, as part of a design team.
2. Conduct initial, interim, and final surveys and investigations.
3. Complete designs, calculations, specifications, plans & drawings, estimates, reports, and bills of quantities using Computer Aided Design and other specialist software.
4. Perform site visits to ensure the Contractor is undertaking the work in accordance with the specification and programme, ensuring that the construction site is being operated safely and recording any concerns.
5. Ensure that statutory and other notices are prepared, issued, updated, and closed in accordance with legal requirements.
6. Liaise with statutory undertakers and other BCC departments to manage conflicts and coordinate delivery.
7. Responsible for the financial and contract management of projects, with particular emphasis on delivery within time and budget.
8. Supervise resources and direct staff engaged in the execution of projects.
9. Interpret and communicate a range of technical information for clients, other agencies, members of the public, and stakeholders to ensure effective service delivery.
10. Interpret current technical standards and specifications to identify and implement cost-effective solutions to engineering problems.
Qualifications:
1. HNC Civil Engineering or similar B. Eng (Civil Engineering) or related Degree.
2. Current Health & Safety Qualifications (e.g., IOSH, Risk Assessment, CSCS).
Skills & Experience:
1. Minimum of 12 months recent experience in a similar role or context, ideally within a public sector organisation.
2. Experience in design and implementation of highway maintenance or improvement schemes.
3. Extensive experience of supervising highway construction works in the UK.
4. Knowledge and experience of applying DMRB/MCHW Specification for Highway Works.
5. Preferably an NEC4 accredited Site Supervisor or have knowledge and experience of undertaking the NEC4 Site Supervisor contract role.
6. Experience of computerised systems and their applications, i.e., AutoCad, Microsoft, Sign/Lineplot.
7. Assembly and issuing of Bills of Quantities and Tender Documents.
8. Experience of preparing written reports.
9. Works ordering and certification for payment.
10. Experience of undertaking CDM Coordinator role.
11. A good working knowledge of highway design standards.
12. Experience of Winter Maintenance & Out of Hours emergency operations.
13. Mobile and able to work from various locations.
14. Strong IT skills including Microsoft packages or equivalent (e.g., G Suite).
