Business Oversight Compliance advises, checks and challenges the business to ensure effective management of Compliance Risk. This role will entail proving Compliance leadership for PBWM Compliance its international businesses including operations in the UK, Europe, Middle East and Asia. To be successful as a PBWM Business Oversight Compliance Director, you should have: Extensive experience and a strong ability to effectively engage with and support ExCo members and their direct reports, ensuring strategic alignment and robust 2LoD oversight Previous experience supporting a Private Bank / Wealth Management Team preferred. Proven technical expertise in the field of regulatory compliance within Private Banking and Wealth Management, including a deep understanding of all relevant products and the ability to understand and apply regional laws, rules, regulations and industry best practice. Strong understanding and ability to apply Cross Border Rules and Regulations. Previous experience of managing the direction of a large team working across different offices, leading other people leaders and embedding a performance culture aligned to the values of the business. Experience of working within a highly regulated environment along with a sound understanding of the current environment and key issues within financial services. Skilful co-ordination and influencing in working across a wide range of stakeholders across multiple jurisdictions. Experience in translating policy and regulatory requirements into control requirements. Excellent written and verbal communication skills. Purpose of the role: This is a critical role that supports the PBWM business in reaching their goals in a way that drives performance while operating within a stringent Compliance Risk framework. The role holder is responsible for overseeing the framework for the PBWM International business to ensure all Compliance Risk requirements are executed and fulfilled in a timely manner and in line with Barclays Group policy, procedure and standards. The role holder will directly liaise PBWM senior management and other Compliance teams and support functions. Accountabilities: In collaboration with other relevant Compliance teams, supervise the delivery of the Compliance Framework for the PBWM International business (including relevant risk assessments, monitoring, controls reviews and training). Attend relevant Barclays' committees/ forums and ensure management and staff understand the impact of regulation and regulatory change for their respective units. Provide expert and timely advice, check and challenge to the PBWM International business and other stakeholders to drive good Compliance Risk outcomes that are in line with Barclays' policies and standards. Direct liaison with and coordination of relevant internal/external audits and examinations. Keep up-to-date on the regulatory compliance environment and identify information and events that impact Barclays PBWM International. Promote the benefits and the importance of regulatory compliance through training, awareness-raising presentations and other means. Stakeholder Management & Leadership: Provide leadership for PBWM Compliance teams supporting the PBWM International business (in the UK, Ireland, Switzerland, Monaco, Dubai, Singapore and India). Internal stakeholder management at senior management level. Provide visibility around Compliance Risk, the regulatory landscape, regulatory change and management of key issues. The role holder will need gravitas and ability to influence and articulate effectively. Work effectively with internal key contacts and stakeholders including heads of the relevant business units, business management, COO, Compliance & Financial Crime Senior Management, Assurance teams, etc. Escalate and support issues and the remedial activity with respect to developing and potential Compliance Risk. Purpose of the role To provide data-led expert oversight and check and challenge on business and compliance matters to evidence that the organisation is operating in a compliance with Barclays legal, regulatory and ethical responsibilities. Accountabilities Identification and assessment of compliance risks through thorough reviews of business activities, changes, processes, testing and systems to. Identification and investigation of potential market abuse, including but not limited to, Insider Dealing, Unlawful Disclosure, Market Manipulation or Anti-Competitive Conduct. Conduct investigation of compliance risk events or breaches. Oversight and check and challenge of corrective actions and preventative measures to avoid future occurrences. Implementation of compliance policies and procedures in line with regulatory requirements and ensuring that the bank's internal policies are aligned with international standards, including jurisdictional requirements. Collaboration with 1LOD, other relevant Compliance teams and legal, and relevant risk management functions to facilitate a comprehensive approach to compliance and risk management. Identification, investigation and oversight of potential money laundering, terrorist financing or other financial crime. Focus on the external environment, regulators, or advocacy groups to both monitor and influence on behalf of Barclays, when appropriate. Demonstrate extensive knowledge of how the function integrates with the business division / Group to achieve the overall business objectives. Maintain broad and comprehensive knowledge of industry theories and practices within own discipline alongside up-to-date relevant sector / functional knowledge, and insight into external market developments / initiatives. Use interpretative thinking and advanced analytical skills to solve problems and design solutions in often complex/ sensitive situations. Exercise management authority to make significant decisions and certain strategic decisions or recommendations within own area. Negotiate with and influence stakeholders at a senior level both internally and externally. Act as principal contact point for key clients and counterparts in other functions/ businesses divisions.
