How you'll make a difference
As the Lead for Licensing Service functions in the Council, you will develop services and be responsible for alcohol licenses, gambling premises, and the licensing of taxi and private hire drivers and vehicles. Managing a large team of approximately 15 staff, with 3 direct reports, you will be accountable for the effective delivery of value for money and responsive services, licences, permits, consents and registrations and manage a portfolio of projects.
What will you be doing?
1. You will be delivering a range of services through the management of your team, providing expert advice on new areas of work, new legislation guidance, and income generation which supports the Council Plan and promotes the licensing objectives.
2. Managing a team of approximately 15 staff, with 3 direct reports, you will provide a high level of support and challenge to operational staff to ensure high quality services, promoting personal development and succession planning alongside individual wellbeing.
3. It will be your responsibility to develop and produce an annual service plan for licensing services, identify new challenges, setting priorities performance indicators and statutory returns and developing the licensing service team, and preparing service responses.
4. In the role you will monitor and review progress against policy, plans and targets and be accountable for the achievement of agreed outcomes and lead the development of PACE/CPIA/RIPA procedures, and review licensing policy against Home Office Statutory Guidance.
5. You will prepare and submit reports to Regulatory Committees, Cabinet, and other council meetings to enable effective decisions to be made in the best long-term interests of the council, including policy shaping, development, and implementation.
6. It is key that you ensure a collaborative and productive working relationship with partners ( Avon and Somerset Police, Police, Crime Commissioner, Avon Fire and Rescue) and internal colleagues to deliver on the licensing objectives of prevention of crime and disorder, public safety, prevention of nuisance and protection of children.
7. It will be your responsibility to manage and control the budget and service delivery for the licensing service, including the determination of annual fees and charges for the licensing services provided.
What we need from you
8. It is essential that you are educated to degree level or equivalent professional qualification and have substantial relevant experience in licensing.
9. We require you to have a significant amount of knowledge and expertise in licensing service processes, policy and procedures as well as a working in a service delivery environment and relevant national policy, guidance, and legislation.
10. You must have the ability to ensure a consistent customer driven service delivery, with high professional standards, undertake continuous improvement and create a positive and trusted reputation.
11. You will have leadership experience, be an effective and experienced manager, able to manage and develop a large team, passionate about developing people and the ability to lead work priorities to meet customer satisfaction and legislative requirements.
12. It is essential that you have experience of developing and maintaining complex partnerships and proven stakeholder management skills with the ability to influence decisions and build relationships.
13. We require you to have experience of managing, implementing and co-ordinating large complex projects, policy development and the achievement of operational plans, to support the delivery of services and ensure that the required standards are met.
