Role Purpose
To support the Head of Civil Contingencies in carrying out the emergency planning and business continuity function for the whole council, so that the Council’s responsibilities under the Civil Contingencies Act 2004 and Resilience Standards for London are met.
To deputise for the Head of Civil Contingencies in their absence.
To lead on and deliver emergency planning and business continuity projects to ensure Harrow Council is prepared for emergencies in line with the Civil Contingencies Act 2004.
Responsibilities

To ensure compliance with your responsibilities as laid out in the council’s health and safety policy and take an active role in promoting a positive health and safety culture.
To promote and participate in the council’s individual performance appraisal and development initiatives and information management best practice.
To ensure compliance with the council’s information security policies and maintain confidentiality.
In accordance with the Immigration Act 2016, where the role is customer-facing and the post holder is required to speak to members of the public, the ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post
Liaise with council officers, emergency services, outside agencies, partners, and voluntary groups, in the development and testing of emergency plans and business continuity plans.
Serve on committees, forums and working parties (locally and regionally) established for the preparation, development, review and testing of emergency plans and business continuity plans.
To assess the training and exercising requirements of Emergency Response Officers, and council staff in relation to their allocated workstreams including emergency services, voluntary sector and other key partners where appropriate. Develop, implement and deliver, appropriate training and exercises to meet the requirements identified, as guided by the Head of Service.
To attend evening and weekend events and to respond to emergencies outside of normal working hours.
Carry out emergency planning and business continuity duties and any further duties arising, pertaining to the post.
Requirements
Detailed knowledge of emergency planning, business continuity, local government and the Civil Contingencies Act 2004.
Experience of researching and considering information to inform and develop a plan/ policy.
Experience of building relationships at all levels within an organisation and/or with external partners.
A high standard of education, such as a degree in a relevant subject, or significant experience in Emergency Planning & Business Continuity, is required
