I have the pleasure of supporting a local authority with a Children's Registered Residential Manager role.
This is a perm role, annual salary £49,498 plus on-call payment. Location: Sheffield.
Job Purpose:
Responsible for the management of the Hub, a multi-agency partnership between the Local Authority, Police, and Health. This role oversees a range of diverse placement options for the most complex, high-risk young people, including residential care and out-of-hours provision. The role also includes service delivery for Edge of Care, activities, and bespoke placements.
Key Responsibilities:
1. Oversee hub placements, edge of care, activities, bespoke, and 28-day strategy placements.
2. Ensure Service and Team Plans are developed and delivered.
3. Provide guidance and operational oversight outside normal office hours to prevent children from becoming unnecessarily looked after.
4. Develop and maintain multi-agency networks.
5. Work effectively with housing and leaving care services.
6. Ensure effective collaboration with statutory bodies, third and private sector organizations.
Leadership and Management:
1. Lead and manage a range of services, support, and placements for looked after children and those on the edge of care.
2. Provide clear management, leadership, and direction using evidence-based models including Signs of Safety and Restorative Practice.
3. Manage a 24-hour service and progress plans for complex adolescents.
Financial and Resource Management:
1. Manage significant financial resources within nationally defined regulations and standards.
2. Ensure Hub accommodations are maintained and fit for purpose.
3. Provide oversight, management, and prudent control of complex financial resources.
4. Ensure quality assurance and deliver against key performance targets.
5. Rigorously self-assess against standards, regulations, and Ofsted inspection frameworks.
6. Collate, analyse, and report on key performance information and targets.
Safeguarding:
1. Promote and safeguard the welfare of young people.
2. Lead on safeguarding issues, manage investigations, complaints, and whistleblowing reports.
3. Ensure services are safeguarding compliant.
4. Ensure services establish respectful, trusting relationships with children, young people, their families, and carers.
5. Involve young people in the development of services through consultation, participation, and focus groups.
6. Present information at local, regional, and national events.
Qualifications and Requirements:
1. Enhanced Disclosure and Barring Service Check for children's and adults' services.
2. Disqualification from Childcare Declaration.
