Job Details
Reporting to the Service Manager, this Lead Consultant role is within the Flooding, Shoreline and Harbours team of Structural Services, within Roads and Transportation Services. This position is predominantly focused on leading the Flooding, Shoreline and Harbours team.
The main purpose of this role is to lead the delivery of flood risk management, coastal, and harbours obligations in accordance with national legislation and the prescribed standards and policies of Fife Council.
Key responsibilities include:
1. Lead the provision of professional and technical input into the development and implementation of effective flood prevention, shoreline management, and harbours functions.
2. Lead the delivery of duties as the flooding and coastal protection authority under current legislation, including the revision of the ‘Coastal Change Adaptation Plan’ and Fife Shoreline Management Plan.
3. Manage the procurement, design, and supervision of hydraulic flood and coastal studies and construction of flooding, shoreline, and harbours projects.
4. Develop forward design and construction programmes for all flooding, shoreline, and harbours projects to achieve budget profiles.
5. Implement the Council's duties as harbour authority under appropriate legislation.
6. Inspect, maintain, and operate harbours assets.
7. Review new legislation, best practices, and technical standards within flooding, shorelines, and harbours functions.
8. Research and prepare reports for the Service Manager and working groups on technical, financial, performance, and service delivery issues.

The Person
* Educated to SCQF level 10, including an Honours Degree in Civil or Structural Engineering or equivalent.
* Registered as a Chartered Engineer or hydrologist with an appropriate professional body (e.g., MICE, MCHIT, MI StructE, MCIWEM).
* Ability to provide a regular and effective service and promote a positive culture in the workplace.
* Effective communication skills.
* Detailed knowledge of civil engineering functions, particularly in flooding, shoreline management, and harbour asset maintenance.
* Extensive knowledge of civil engineering specifications, conditions of contract, and tendering procedures.
* Knowledge of Health and Safety legislation, including CDM 2015.
* Report writing and analytical skills.
* Experience in preparing and managing project plans and programmes.
* Experience managing contracts using the NEC suite of contracts.
* Strong time management skills with the ability to prioritize tasks effectively.
