Looking for a Carbon Manager to work across the whole HS2 programme of works, this is a pivotal role within HS2 & indeed the wider Infrastructure sector – this is an opportunity to really make a difference on Europe’s Largest Construction Programme, which, has far reaching affects for the whole Construction Industry. The Carbon Manager must be technical proficient with experience of reducing carbon on complex projects alongside the ability to influence and communicate not just to HS2 & its Supply Chains but also the wider industry, government, forums & conferences.
HS2 have set an ambitious 50% reduction in whole life carbon emissions by 2030 they already reached 25% reduction. HS2 was the first UK transport sector client to achieve global carbon management standard (PAS2080 Accreditation). The Carbon Manager is a pivotal role within HS2 providing the technical direction on carbon minimisation for the project. You will strike a balance between working collaboratively and providing leadership internally and to the supply chain as well as ensuring project outcomes and timescales are met with value for money at the forefront of all decisions. The role will include working with a wide range of stakeholders including government decision and policy makers.
Reporting to the Head of Carbon & Climate Change & managing 1-2 Carbon Specialist you will be responsible for implementing HS2 Carbon Strategy & indeed make changes and update the strategy. The main focus of the role and Carbon Reduction efforts are with HS2 supply Chain– ‘Scope 3 Emissions’ –HS2’s Main Contractors and their sub-contractors & manufacturing supply chain accounts for 99% of all emissions with additional focus on 3 main areas – concrete, steel & fuel. The supply chain has a wide variance of Carbon understanding and targeting the key areas of the supply chain where the most carbon reduction can be achieved will also be a key component. Hs2 is currently awarding all the Rail Systems contracts (Signalling, Telcoms, Power, Track, Comms etc) and so the role will be ensuring that these contractors are able to meet their contractual carbon commitments alongside continued engagement with the main work civils and 4 Station Contractors.
Working Situation
The office location is London, Euston or Birmingham and they operate a flexible hybrid working model working around 2 days a week from the office. Overall, this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.
Salary – Carbon Manager
Birmingham £65,000 - £71,160 pen (6:12) + 25 hols
London £75,000 – 80,760 pen (6:12) + 25 hols
Duties & Responsibilities
* Manage the implementation of carbon requirements and support the development of procedures and processes as appropriate to ensure carbon requirements are clearly defined and well understood.
* Provide technical assessment review and assurance for the hybrid bills and associated tasks, including Environment Statements, Petitioner responses and Parliamentary Queries.
* Work with delivery teams in providing support and specialist carbon leadership and to help to ensure consistency of approach, promote best practice and value for money.
* Lead HS2’s approach to the carbon minimisation policy and provide a technical overview of the carbon strategy.
* Work with internal stakeholders, including delivery, engineering, innovation, commercial and environment colleagues, and project partners to influence outcomes and ensure the HS2 programme designs in and mitigates its carbon emission impact.
* Work with external stakeholders including liaison with other bodies, Government Departments and industry associations. Acting as key technical focal point for FOI/EIRs on the topic.
* Manage the Environmental Overview Consultant greenhouse gas assessment team. Commission and manage third party consultants and review the reports produced by third party consultants, HS2 and other departments to monitor the quality and content of the work delivered.
* Represent HS2 Ltd on industry panels and at carbon management events, conferences and meetings as required. Engage pro-actively with stakeholders and statutory bodies, including the Green Construction Board, RSSB and government departments.
* Identify budget requirements for carbon management and manage delivery against agreed budgets. Line manage seconded resources, as required.
* Participate in the Environment team’s wider objectives and work closely with them to achieve carbon objectives.
* Continue to develop professionally, maintaining technical competencies and identifying opportunities for learning new skills in order to meet work objectives more effectively.

Candidate Criteria
The Carbon Manager must be technical proficient with experience of reducing carbon on complex Construction or Infrastructure projects – open to a range of industries Rail, Infrastructure, Construction, Energy, Nuclear etc. They will be technically proficient with a good understanding of the carbon management standards (PAS 2080 or ISO1401). The candidate will likely be working for an environmental consultancy, contractor or client organisation and have influenced carbon reduction during design & Construction phases.
Must have good Stakeholder Management - ability to manage & influence the Contractors & their supply chain is a must as 99% of the carbon emissions are Scope 3 from the Joint Venture contracting teams & their supply chain, therefore, the ability to communicate, collaborate and be able to work with these organisations to drive both contractual and desired carbon reduction is key to success.
The Carbon Manager for HS2 is an important role which reaches right across the industry and indeed into Government & policy as such the individual most be a superb communicator capable of influencing and explaining to a very broad range of people – HS2 Executives, Across HS2, Supply Chain (Contractors, Consultants, Manufacturers, Subcontractors), Government (Central & Local), Public etc.
Skills:
* Ability to communicate effectively with technical specialists, non-technical project managers and technical stakeholders.
* Ability to technically assess and review carbon management deliverables submitted by contractors
* Be able to review parliamentary submissions
* The ability to provide technical responses to Parliamentary Questions and Freedom of Information requests.
Knowledge:
* Suitable qualifications to degree standard, experience and education to demonstrate a good understanding of carbon minimisation principles
* Memberships or working towards of the Institute of Environmental Management and Assessment and understanding of the relevant legislation, technical guidance, industry standards and best practice in relation to carbon minimisation.
Type of experience:
* Experience of managing carbon minimisation within complex and medium to high-risk projects
* Experience of working with a team of climate change professionals relevant to the role, including, but not limited to working within a team, contractors and consultants.
