To discharge the key elements of Section 252A of the NHS Act 2006 (as amended)
To comply with the NHS England Emergency Preparedness, Resilience and Response (EPRR) Framework
To comply with the NHS England Core Standards for Emergency Preparedness, Resilience and Response
To be responsible for the interpretation of National and Regional EPRR Guidance and assess the implications for the Trust.
To develop Trust EPRR based on the principles of Integrated Emergency Management, Skills for Justice and Joint Emergency Services Interoperability Programme.
To manage the EPRR Budget on behalf of the Trust within the Trust Standing Financial Instructions and prepare cases for additional funding to meet EPRR requirements as necessary.
On the instruction of NHS England EPRR Lead - To work with the Kent Resilience Forum on Core Groups and Sub-groups as the Acute Hospital Representative.

Qualifications
Essential criteria
* Masters degree qualification (or equivalent) in relevant Emergency Planning subject area
* PRINCE2 practitioner qualification (or equivalent) Business Continuity Qualification in line with ISO 22301
* Diploma in Health Emergency Planning (Dip Hep)
Knowledge
Essential criteria
* Detailed knowledge of the emergency planning/business continuity statutory and regulatory framework within the UK (i.e. Civil Contingencies Act 2004)
* Knowledge and understanding of project management arrangements
* Knowledge and management of risk management arrangements
* Knowledge of the organisational and management structures of the NHS
* Knowledge of the emergency planning/business continuity guidance for the NHS
* Knowledge and understanding of COMAH (Control of Major Accident Hazard) and REPPIR (Radiation Emergency Preparedness and Public Information Regulations) emergency planning arrangements
Experience
Essential criteria
* Demonstrable and significant experience of working at senior management level within the NHS or category 1 responder emergency service
* Demonstrable working experience of emergency planning/business continuity planning
* Experience in responding (including advising and managing) to emergency and business continuity incidents
* Significant experience in delivering, developing and assessment of training
* Experience of undertaking risk assessments, creating and monitoring risk registers and action plan
Skills
Essential criteria
* Ability to manage and prioritise conflicting workloads to meet deadlines whilst working under own initiative
* A critical and strategic thinker who is able to demonstrate knowledge and understanding of strategic management issues and translate into future requirements/plans
* Ability to collate and analyse complex, sensitive or contentious information and produce concise briefings and reports for a wide audience
