ASA is seeking a skilled and motivated Engineer, Technical Officer, to join our clients Network and Standards team.
Role Overview:
The appointed individual will be instrumental in reviewing, consulting, and drafting Traffic Regulation Orders (TROs) for 20, 30, and 40mph speed limits within the client's local area. The position involves both technical and community-focused tasks, ensuring compliance with national guidelines and local considerations.
Key Responsibilities:
1. Technical Assessment:
Review proposed speed limit plans and produce costings for signage, road markings, and traffic management measures. Identify amendments, such as additional streets or buffer zones.
2. Traffic Survey Management:
Procure and analyse traffic and speed surveys, including pre- and post-implementation evaluations.
3. Regulation and Implementation:
Draft schedules for Temporary Traffic Regulation Orders (TTROs) and assist with their implementation. Update GIS mapping to reflect agreed trial areas.
4. Community Engagement:
Liaise with Community Councils, Elected Members, and other stakeholders to ensure transparency and gather feedback. Present proposals to committees and amend them based on local input.
5. Analysis and Reporting:
Monitor trial outcomes, assess the need for additional measures, and provide recommendations for permanent TROs. Produce final reports with clear options for each road segment.
Qualifications and Experience:
HND, Degree, or equivalent in Civil Engineering (or similar) - equivalent experience considered. Desirable: Membership of a relevant professional institution. Minimum of 3 years' experience in a roads or traffic-related technical role. Strong knowledge of traffic and road safety legislation.
Skills and Attributes:
Exceptional organisational, communication, and interpersonal skills. Ability to interpret and apply legislation and technical guidelines. Proficiency in drafting TROs and GIS mapping. Experience in community and stakeholder engagement. Capability to work independently and under tight deadlines.

Location: Lochgilphead Office or Remote Working
Contract Term: Up to 12 months - competitive market rate (inside IR35)
Hours: Full-time, 35 hours per week (Monday to Friday, 9:00 AM - 5:00 PM)
