We are now looking to expand our talented team with an experienced Contracts & Procurement Specialist.
As a Contracts and Procurement (C&P) Specialist, you will play a pivotal role in driving key contracts and procurement activities that support a variety of operations, from production to decommissioning. You will be integral to the smooth integration of newly acquired assets, development projects, and complex operational activities. Key Responsibilities:
Existing Assets and Corporate Activity:
1. Lead the management and oversight of high-value, high-risk contracts in line with the Authority Level Matrix, ensuring adherence to both organizational and regulatory frameworks.
2. Develop and execute C&P strategies across complex business environments, optimizing processes and driving the execution of multi-phase contracts.
3. Implement, refine, and oversee C&P processes, procedures, and governance structures, ensuring compliance with internal policies and external regulations.
4. Lead strategic C&P planning and execution, using market intelligence, risk analysis, and business insights to guide senior management on complex procurement decisions.
5. Cultivate strong supplier relationships, ensuring alignment with large-scale, multi-year project requirements.
6. Provide expert advice on contract terms, negotiations, and stakeholder management for complex agreements, including long-term contracts, strategic partnerships, and operational agreements.
7. Manage full tendering lifecycle, from ITT preparation to bid evaluations, negotiations, risk mitigation, and contract award recommendations.
8. Oversee contract negotiations for logistics, operations support, and decommissioning projects, ensuring operational, safety, and commercial requirements are met.
9. Manage contract validity and ensure ongoing compliance with legal, regulatory, and contractual obligations.
10. Provide support in broader commercial negotiations and drafting of highly detailed Joint Operating Agreements (JOAs), Third-Party Agreements (TPAs), and other complex agreements.
GLA Asset Project Integration, Operation, and Transformation:
1. Play a key role in the integration of the Greater Laggan Area (GLA) Asset into PUL, ensuring C&P activities align with post-completion operations and asset integration goals.
2. Collaborate with cross-functional teams to ensure operational contracts and purchase/service orders are efficiently implemented.
3. Identify and drive C&P process streamlining opportunities, optimizing workflow in alignment with the broader operational and transformational objectives.
4. Contribute to the development of PUL's long-term contracting strategy, collaborating with internal and external partners to address operational needs and risk management.
Skills, Expertise, and Competencies:
1. Educational Qualifications: Degree qualified with at least 15 years of progressive experience in the oil and gas industry.
2. Industry Experience: Must have experience working with an Operator. Tier 1/Service Company experience is preferred.
3. Leadership: Proven leadership in EH&S management, and the ability to develop and implement fit-for-purpose C&P processes.
4. Contract Management: Expertise in the entire tendering process, from package development to post-award management, ensuring contract compliance and continuous improvement.
5. Negotiation Skills: Proven ability to lead complex contract negotiations, securing favorable terms and effectively managing risk profiles.
6. Relationship Management: Strong ability to build and maintain positive, productive relationships with internal and external stakeholders.
7. Organizational Skills: Excellent organizational capabilities, including prioritizing tasks and managing tight deadlines in high-pressure environments.
8. Knowledge: In-depth understanding of various commercial structures and contracts (e.g., LOGIC, BIMCO, JV partner agreements).
