Minimum Requirements:
* More than 2 years’ experience at a minimum at Head of Service Level across statutory functions for children’s safeguarding
* Active registration with Social Care England
* High performance management across statutory services – know what Good looks like
* Strong analytical skills to managing data and reports
* Robust understanding and management of thresholds and safeguarding practice
* Hands on approach to management
To lead the strategic and operational development of integrated Learning Disability and Mental Health services, ensuring that the highest standards of provision are met.
General Responsibilities:
1. To determine the strategic direction of the service and anticipate the changes influencing the services both internally and externally in partnership with health, evaluating the risks and opportunities and putting appropriate strategies/plans into action.
2. In conjunction with health oversee and co-ordinate service plans, including regular evaluation of progress against those plans, agreeing appropriate follow up actions with managers as required.
3. Foster a high performance culture within the service ensuring efficiencies are maximised and continuous improvement occurs.
4. To be accountable for significant budgets, directly influencing the budget setting and long term financial planning, demonstrating value for money in the delivery of its services.
5. To provide leadership to the workforce ensuring that resources are effectively deployed, appropriately supported, trained and qualified to undertake their job role and deliver health and social care priorities/objectives.
6. To ensure effective working relationships with all partners, both internal and external.
7. Facilitate positive, regular engagement with all stakeholders to inform service improvements and improved service delivery in line with commissioning strategies.
8. To lead teams through transformation ensuring appropriate engagement and consultation takes place, whilst challenging established ways of working where necessary.
9. To work in partnership with health to ensure comprehensive quality assurance systems, governance and reporting systems are in place considering clinical risk and compliance.
10. To interpret relevant national and regional policies ensuring that operational delivery reflects best practice.
11. To support health with any changes to the clinical delivery model ensuring they continue to be fit for purpose to meet local and national priorities.
12. To ensure local objectives are aligned to national and regional and Greater Manchester strategies.
Key Tasks:
1. To ensure that the services are Care Act compliant, safe and support people to achieve outcomes that matter to them in their lives. You must also ensure that all other statutory responsibilities including, but not limited to Mental Capacity Act, Deprivation of Liberty Safeguards and Mental Health Act are met.
2. To provide specialist support across the services of Learning Disabilities and Mental Health including, giving professional advice and guidance to the organisation in order to meet our statutory requirements and mitigate any risks. This will involve securing clinical / professional advice as appropriate from health.
3. Through sound leadership foster a culture where safeguarding of vulnerable adults is primary and positive risk taking underpins safe and responsive service delivery.
4. To co-produce and devise solutions with strategic commissioners which maximises choice for individuals, makes best use of alternatives to paid support in local communities, whilst implementing a strength-based approach to practice.
5. Provide strategic leadership, vision and direction to those engaged in the provision of learning disability and mental health services in Oldham, and to contribute to the overall strategic management and performance of the service.
6. Maintain a strategic overview of national policy, new and emerging initiatives and changes to adults social care and the learning disability agenda. Ensure that any introduction, change and update to relevant legislation is planned for in relation to both service delivery and resource allocation.
7. To work with a range of external agencies, such as voluntary organisations, external voluntary and private providers of residential placements in order to identify and contribute to the strategic development of services in order to meet local and regional need.
8. To undertake the role of chair at multi agency meetings ensuring the effective planning and decision making in relation to adults.
9. To ensure that all commissioned services are procured and monitored in line with appropriate policy and procedures.
10. To actively support the DASS and Deputy Managing Director in their statutory role on all matters relating to adults.
11. To ensure robust management of all allocated and partnership budgets and are in line with local and national policy and guidelines.
12. To deputise for the Assistant Director – Adults Social Care as required.
You must have:
* A professional qualification in social work and experience of working with Adults
* Social Work England registration.
* Post qualified experience.
* References required for the last 5 years of employment.
