Job overview
We are seeking a talented individual to join the South Yorkshire Operations Team as a Partnerships and Improvement Manager on a secondment or fixed term basis, two days per week (0.4WTE) on a Monday and Tuesday (indicatively) for up to 12 months.
There is an exciting opportunity to join us in a truly unique role that will play a key part in delivering partnership working and transformation at YAS. Working across the South Yorkshire ICS area, the ‘system’ aspect of your role will come from acting as a key external contact and conduit for YAS across that system.
You will be representing YAS at system and regional forums as well as operational and place-based working groups. Providing insight and expertise for a wide range of urgent and emergency care developments, the role will be expected to lead on projects, tests of change and initiatives with system partners.
We are looking for someone familiar with, and motivated by, the challenges and complexities of operational delivery across a wide and diverse system, and who can build effective relationships with internal and external stakeholders in complex environments. The successful candidates will need experience in introducing, leading, and managing change across systems, with good analytical and strong communication skills.
Main duties of the job
The Partnerships and Improvement Manager will work collaboratively across the organisation and with external system partners, to develop joint working across the Integrated Care System to develop and improve the delivery of the Urgent and Emergency Care service on behalf of Yorkshire Ambulance Service (YAS). The post holder will actively engage with the wider NHS and Commissioners (Place) to develop and implement system and place-based priorities ensuring alignment and collaboration, cementing YAS reputation as a trusted system partner. They will be the key point of contact for Commissioners (Place), and Integrated Care System (ICS) Providers footprint to identify service developments/ improvements in urgent and emergency care to improve overall patient outcomes and experiences.
Detailed job description and main responsibilities
The main responsibilities of the post are:
1. To provide a strong external facing dimension on behalf of YAS.
2. To develop and maintain effective networks and develop and manage effective relationships and partnerships with ICB, providers of health, social care and third sector services within the defined Integrated Care System (ICS) footprint.
3. To be the key contact for YAS in respect of Urgent and Emergency Care across the defined ICB area, representing YAS at regional forums, networks, operational resilience groups, place-based working groups and community groups providing expertise for urgent and emergency care developments.
4. To make recommendations for service developments to the Director of Partnerships and Operations in response to system priorities and gaps in provision.
5. To report on service developments which may involve presentations to large groups, e.g. service users, stakeholders, staff etc. which will include the dissemination of information which may be highly complex, ensuring that the message or information is ably and succinctly imparted.
6. To undertake and present monthly analysis reports on performance, projects and service development activities to internal and external audiences.
7. To identify and analyse potentially complex service developments and/or improvements, considering a variety of options and providing recommendations to the Director of Partnerships and Operations, implementing agreed changes.
8. To ensure there are effective service models and patient pathways by assessing and analysing systems information including clinical outcomes, complaints, service feedback, patient surveys and handoff numbers.
9. Using the organisational, ICB and place strategic priorities, support the development of the Operations Area Plan, Clinical Pathways and Promotion Plan, including roles, responsibilities, targets and outcomes using internal and external governance and guidance.
10. Contribute to the development, implementation and maintenance processes for monitoring progress against the agreed plans including internal and external reporting, making the required adjustments to achieve changing priorities as required.
11. To oversee and manage place-based programme projects and schemes, to ensure key deliverables are achieved on time and in budget.
12. To identify, implement and share new ways of driving operational and service excellence across the ICS.
Person specification
* Educated to master’s level or higher and/or able to demonstrate the equivalent level of industry experience. For example, strong experience, expertise and knowledge across a number of disciplines including clinical and operations, people management and HR.
* Evidence of successful Project / Programme Management.
* Experience of working in the NHS with demonstrable experience of leading change, service improvement with measurable outcomes.
* Experience of working with system partners, commissioners and other external stakeholders.
* Experience of writing and presenting reports which collate, analyse and interpret a range of complex quantitative and qualitative data.
* Able to work confidently with senior leaders, advising and challenging as necessary.
