Job Summary
Navy Command Headquarters (NCHQ) is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, people, aircraft, and equipment to deliver the UK’s defence policy.

The Submarine Directorate in Navy Command is responsible for all submarine in service capability and availability, including oversight of the Submarine Flotilla and Clyde Naval Base.
Programme Euston: a programme of work comprising new build floating and shore-based infrastructure to enable current and future out of water engineering capabilities for Submarine operations on HMNB Clyde. The programme of work is part of Government Major Programmes & Projects and is considered a top one hundred government programmes. The Tranche integration manager provides leadership guidance to an integrated team of multiple functions and technical disciplines in the delivery of a Complex infrastructure programme. The Tranche Integration Manager will report to Navy Command Programme Manager and where required deputise for the Programme Manager including delegated responsibilities.
As Tranche Integration Manager, you will be responsible for working with leadership from all delivery agents to ensure integration of activities and outputs undertaken by your tranche, and for ensuring your tranche remains aligned with the other tranches.
The Tranche Integration Manager will be a key conduit for integration development against a common programme Work Breakdown Structure across the Delivery Agents – ensuring that a credible and affordable schedule of works is maintained that meets Programme readiness dates in line with the Statement of Requirements.
This position is advertised at 37 hours per week.
Job Description
Leadership
* A self-starter, capable of providing management and leadership support to Delivery Agents and team members.
* Provide authoritative and credible direction, advice and coaching on programme management best practice to programme colleagues.

* Promotes strong collaborative working relationships both within the Programme and its external stakeholders.
* Ensures performance is managed consistently and fairly, including Diversity and Inclusion principles and provide regular feedback.
* Working with Delivery Agents, Identify and develop capability needs, ensuring robust Development Plans are in place for yourself / delivery agent resources as required.
* Ensure own and Delivery Agent compliance with mandatory requirements (e.g. H&S training, Security, Environmental) and a commitment to learning days (Continuing Professional Development).
* Inspire, motivate, and engage with the Integrated Programme Management Team and with other teams across the HMNB Clyde establishment community, Navy Command, DIO, and MoD by providing positive working environment and empowering the teams at all levels.
* Provide support to Programme Lead to deliver departmental outputs with minimal supervision.
* Recruit and line manage staff as required.
* Any other ad-hoc duties re required by the Programme Director.
Programme Management
* Proactively monitor the progress of the programme, driving clarity of objective, integration of activities, resolving issues and initiating appropriate corrective action.
* Working to ensure integration between Tranches is credible, affordable and maintained.
* Ensure Delivery Partners work to common requirements, WBS, assumptions and an integrated schedule.
* Develop key milestones and KPIs – tracking progress through reporting and governance.
* Define, implement, and act to continuously improve programme delivery performance to increase delivery confidence and understanding.
* Monitor, manage and report on programme performance e.g. time, cost, quality, safety, etc in a supporting capacity to the Project Controls and Integration Team.
* Provide input into approvals, budget derivation and supporting the financial planning cycle where required.
* Provide appropriate reports to the Programme Manager and chains of command.
* Deputise where required for Programme Manager on programme matters.
* In conjunction with the Project Controls and Integration Team ensure Core programme management artefacts, products, tools, and techniques are deployed and used effectively.
* Assist with development and critique of Business Cases.
* Own any Tranche Level benefits maps, profiles, and realisation plans.
Directing project activities and supporting project development
* In conjunction with the Delivery Agents, ensure internal and external resources are coordinated to achieve the Tranche(s) delivery plan.
* Provide assured input to appropriate reports to the Programme Manager and Programme Director.
* Proactively monitor the progress of the programme, resolving issues and initiating appropriate corrective action in a supporting capacity with the Project Controls and Integration Team, manage interfaces identifying risk and resolving conflicts and issues.
* Ensuring key decisions are identified, sentenced and direction obtained to avoid delay to tranche progress, escalating where necessary.
Stakeholder Management
* Support Programme Manager for implementation of an integrated project team approach across the programme, interfacing with external and internal stakeholders.
* Development and maintenance of engagement with team stakeholders to achieve delivery outputs.
Person specification
Essential Experience
* Leadership within a large or complex capability delivery programme.
* Delivering within a structured environment and capable of deriving innovative and creative solutions to problems.
* Successfully leading a virtual ‘team’ from across functional, organisational, or geographic boundaries to deliver high quality outputs.
* Leading stakeholder management activities within a complex environment.
* Educated to degree level in a relevant discipline (e.g. engineering, Project Management) or able to demonstrate significant knowledge experience at a comparable level.
* Chartered level professional or equivalent.
Desirable
* Delivered programmes within a regulated environment.
* Experience of working in or knowledge of the defence or security sector – either through government or industry.
* Demonstrable commitment to learning and using established project management methodologies to enable successful delivery.
* Accredited MSP, PRINCE 2 practitioner - or any relevant Project and Programme Management Qualifications.

Working Arrangements
Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
