Section 1 - Essential Criteria The following are essential criteria which will initially be measured at the shortlisting stage and which may also be further explored during the interview/selection stage. Factor Essential Criteria Method of Assessment Qualifications/ Experience /Professional Membership 1a) Have a Degree or higher in Quantity Surveying; AND 1b) Have a minimum of five years’ demonstrable post-qualification experience in providing a full range of Quantity Surveying services; OR 2a) Be a Chartered Member of the Royal Institution of Chartered Surveyors (MRICS or FRICS); AND 2b) Have a minimum of three years’ demonstrable post-qualification experience in providing a full range of Quantity Surveying services; OR 3) Have a minimum of seven years’ demonstrable experience in providing a full range of Quantity Surveying services. Demonstrable experience of making managerial and technical decisions. Demonstrable experience in the NEC or similar Suite of Contracts, including experience in the assessment of NEC or similar Compensation Events and preparation of assessments for payment. Shortlisting by Application Form Other The successful candidate will be required: to have access to a suitable vehicle (appropriately maintained and insured for Education Authority business) that will enable them to carry out the mobility requirements of the post in an efficient and effective manner and thus meet this essential criterion; OR be able to provide sufficient information on the application form that will satisfy the employer that he/she has access to an appropriate alternative form of transport that will enable them to carry out the mobility requirements of the post in an efficient and effective manner and thus meet this essential criterion. Factor Essential Criteria Method of Assessment Knowledge Knowledge of the requirements of a Quantity Surveyor including e-tendering processes and the preparation and administration of PQQ and ITT procurement processes. Knowledge of CPD guidance and the NEC or similar suite of contracts. Ability to communicate and effectively build working relationships within a team. Ability to use own initiative and judgement to solve problems and respond to others. JOB DESCRIPTION Responsible to\: Senior Maintenance Officer Job Purpose The post holders will be responsible to the Senior Maintenance Managers or their nominated officer for providing a professional quantity surveying service for the Education Authority minor capital and maintenance works programmes. This will include the management of capital and revenue projects/contracts, providing estimates of costs, advising other sections on contract procedures, managing external consultants, authorising payments to contractors and negotiating fees with external consultants. The post holder has the following service-specific responsibilities: Financial Management Review current procurement strategy in maintenance services and make recommendations on procurement methods to provide value for money in service delivery; Leading the implementation and integration of Term Service Contracts to deliver maintenance projects within the Education Authority’s revenue budget; Management of the Education Authority’s Term Service Contracts for maintenance works including size measurement of works orders, checking order and rates and processing payments to relevant contractors; Providing cost control and quantity surveying services in connection with the Education Authority’s projects; Providing estimates and monitoring expenditure on the Education Authority’s programmes of works; Assisting with progressing contract and fee payments on a wide variety of projects; Implementation of Projects Lead procurement review project teams in maintenance contracts; Plan and lead implementation of Term Service Contracts throughout the maintenance department; Advising other units on contractual procedures to be followed and producing contract preliminaries for tender documents; Selecting contractors, scrutinising submitted tenders, assessing claims for payment and settling final accounts and claims; Assessing fee claims received from external consultants; Negotiations with Department of Education Agree procedures with the Department of Education for the implementation and on-going performance monitoring on Term Service Contracts and other agreed procurement processes established by the Education Authority; Assisting with progressing capital/minor works projects through the Department of Education financial approvals system and negotiating with the Department of Education on cost allowances for each project; Development Works Project manage the delivery of the measured term contracts; Carry out post project evaluations reports on completed contracts; Preparation of specifications, schedules of works and all tender documents for maintenance and capital projects; Procurement of External Consulting Services Lead and direct external professional consultants to ensure that the Education Authority’s standards are met on a wide range of capital and revenue projects; Approve external consultants in accordance with agreed terms; Asset Management Assisting with procuring property condition surveys covering all Education Authority controlled properties, properties maintained by the Education Authority, voluntary grammar schools and other associated properties using the services of external consultants; Creative Work The postholder will be required to go on to the sites, or to other locations, in pursuit of the Education Authority’s interests; (i) in the event of any significant contractual dispute surrounding on site operations; (ii) to meet with adjoining owner(s) or residents/community who have an objection to the Education Authority’s proposals or actions; (iii) to meet with parents or groups representing other user interests; (iv) to meet with political representatives or those who are presented as representing local interest groups; (v) to liaise with loss adjusters and insurance representatives in connection with vandalism to the Education Authority’s properties; (vi) to attend courts of law as expert witness when necessary; To carry out other duties relevant to the post as may be directed by the Head of Maintenance or their nominated officer.
