The post holder will be expected to form and maintain a wide range of executive and professional relationships with members of relevant Boards, the ICB, NELC, Stakeholders and Provider Collaboratives. The post holder will deploy a high-level of personal communication skills to persuade encourage and motivate staff and stakeholders in the pursuit of better outcomes for local populations through a joint approach to delivery. This will sometimes be in a context of competing demands and system complexity. Effective communication with these stakeholders is essential. Build and maintain good working relationships with a broad range of internal and external stakeholders on a range of business sensitive issues. Link with managers and members of other initiatives to address inter-dependencies and ensure alignment. Working with the Assistant Director to develop the strategic direction for OP in the context of health and social care to inform the HNYICB NEL Places overall commissioning strategy. Lead on the development of implementation plans of long-term, highly complex, and at times highly contentious, service change proposals that will support the overall delivery of the strategic plan. Ensure that as part of the development of any service change proposal appropriate clinical & citizen / patient engagement has taken place and equality impact assessments undertaken. Lead & oversee the implementation of the service change proposals agreed, including liaison with relevant stakeholders and providers. Determine the strategic planning of team projects, identifying interdependencies across projects/functions, potential impacts on the wider HNY ICB/ NELC, resource requirements and building in contingency and adjustments as necessary Ensure projects and initiatives are delivered on time, to quality standards and in a cost-effective manner, adjusting plans as required. Employ effective communication, negotiation and influencing skills to enable an effective change management with stakeholders at all levels (including senior management) who may hold differing and contentious views. Represent the ICB/ NELC in sensitive and political situations, delivering difficult messages where required to high-level audiences. Communicate and provide highly complex information to a wide range of internal and external stakeholders (verbal, written and numerical). Present highly complex information about projects, initiatives and services to a wide range of stakeholders in a formal setting. Commit to working and engaging constructively with internal and external stakeholders on a range of contentious issues. Support matrix working internally and collaborative working across organisations. Priorities will include addressing inequalities and optimising the wider health and well-being of communities and delivering shared programmes of work with system partners, including: As a senior lead working internally and externally to deliver projects, initiatives and services to time and in a cost-effective way. To support the identification and sharing of best practice in older peoples services to support service improvement. To operate in a highly political and sensitive environment. Support the portfolio of programmes/projects in demonstrating value for money tracking, managing and delivering agreed benefits. Provide specialist advice and prepare strategic reports and briefings for directors and stakeholders. In depth analysis, interpretation and production of complex and multiple reports. Assist with Freedom of Information requests; keep under review the framework and in accordance with the legislation.
