Join Police Digital Service as a PMO Manager Starting at £60,000 per annum The Portfolio Management Office Manager will be responsible for the implementation of project management processes, standards and frameworks, supporting programmes and projects to deliver in line with defined quality standards. This role will oversee portfolio performance, working closely with delivery teams and stakeholders to ensure that work is delivered on time, within scope and within budget.This role will report into the Head of PMO. Demonstrable experience in leading business change activities for programmes/projects with successful organisational, process, technology, operational and customer impacts. Demonstrable experience in balancing and matrix managing multiple resources in the development and execution of complex change programmes. Excellent organisational, decision making and negotiating skills. Excellent inter-personal and public speaking skills. Experience of managing staff within a change function. Experience of facilitating groups balancing conflicting opinions, building consensus, as necessary. Experience of listening to and understanding the needs and experiences of stakeholders and using these to develop solutions or interventions to improve performance and achieve organisational outcomes. The ability to be professional and influential on key issues at Local, Regional and National Levels. Strong stakeholder management, leadership and relationship building skills – especially in dealing with external suppliers, partner organisations, and ‘client’ Forces. Ability to act with discretion, maintaining confidentiality where appropriate. Experience of delivering successful business change - including planning, managing, and implementing change delivered by projects/programmes/portfolios across multiple organisations. Evidence of effective stakeholder management and multi-agency collaboration, able to manage and communicate with stakeholders of varying levels of seniority at Local, Regional and National Levels. Experience at supporting the management of organisational change blockers and issues to resolution. Proven ability to plan, organise and deliver multiple programmes of work to tight deadlines and budgets, demonstrating strong personal time management capabilities. Proven ability to work on own initiative and manage multiple responsibilities and assignments, ability to operate and present information at a senior level when required. Ability and confidence to work and think independently as well as part of a team, demonstrating successful co-ordination of varied internal and external stakeholders. Strong technical analytical, mediation and problem resolution skills. Ability to evaluate, analyse and swiftly summarise information; numerate with a keen eye for detail and a passion for accuracy in written reports. Able to express complex ideas in an effective manner for the target audience using an appropriate and relevant method of communication. Capable of formulating statements of work for delivering PDS work packages contributing to business change projects/programmes, with the responsibility for planning, organising, staffing, leading and controlling work stream activities. What you need to succeed in the role Prince2, MSP, MoP or other relevant qualification. Experience in a management role within a portfolio management office. Demonstrated experience in programme and project delivery. Demonstrated experience of applying project management methodologies, tools and best practise. Understanding and awareness of portfolio management best practise. Experience in working with different delivery methodologies including Waterfall and Agile. Experience in complex delivery involving large scale capability development and onboarding of solutions, products and organisations. Demonstrated experience of driving continuous improvement within a role and having a solution focused attitude. Demonstrated experience of working across multiple projects and programmes whilst maintaining a strong attention to detail and producing high quality outputs. Demonstrated experience of being a forwarding thinking, proactive individual with the ability to anticipate and act on future requirements. Demonstrated ability to complete standard duties autonomously. Excellent communication skills. Ability to build strong working relationships across stakeholders at all levels. Strong problem solving and team working skills with experience of driving adherence to PMO standards. Experience in working with tools and applications such as SharePoint, Power BI, Project Online and PowerApps.
