To be responsible for management of the Regional Highway Capital Delivery Teams, with specific responsibility for managing the capital delivery programme of maintenance upgrade and renewal schemes. To be the primary liaison point with the Welsh Government Area Manager and act as the Agent’s technical lead on regional capital delivery issues. To be responsible for the coordination and allocation of projects, monitoring of delivery outputs and financial forecasting across the delivery team. Responsibilities • To manage the in-house Regional Capital Delivery Teams workload and personal development and act as mentor to Agents Early Careers staff. • To support the Commercial Team in the management of the framework suppliers. • To be responsible for overseeing the development of the technical requirements / outputs of the briefs to ensure Welsh Government expectations are met • To be responsible for project team delivery with regard to ensuring cost, time and quality requirements are achieved. • To assist in the coordination and programming of the Agent’s annual and multi-year programme of renewal, maintenance, upgrade and safety schemes. • To commission and manage the Agent private sector and public sector service providers and consultants in the delivery of all structures related commissions in accordance with Agent procedures. • To continuously review the service in accordance with the Welsh Government’s requirements and industry guidance and best practice, advising senior management on appropriate improvement measures, taking forward the implementation of agreed improvement plans. • To act as Project Manager and CDM client on specified projects as agreed, applying the principles of PRINCE2 project management. • To support Welsh Government on the successful delivery of complex, multidisciplinary asset renewal projects (such as Major Asset Renewal – MAR) taking on senior project delivery role(s) as required to coordinate delivery considering wider Agent functions. • To ensure that Health and Safety processes and systems are implemented within area of work. • Responsibility for information management in accordance with the Council’s information management standards and guidelines.
