Through delegated responsibility from the Head of Operations, to jointly lead in the management of all service clinical and operational matters as they relate to the delivery of care; ensuring appropriate audit and review as required. To manage staff activity and ensure that human resource, sickness absence and performance monitoring and management issues are dealt with effectively and efficiently. To take lead responsibility for the management of annual leave for those staff they manage to ensure service provision is not adversely affected. To lead on the management of adverse incidents; ensuring that investigations are undertaken thoroughly and that subsequent recommendations are shared and implemented effectively. To lead for the service on the monitoring of patient complaints; ensuring these are investigated timely and effectively and that recommendations from same are actioned so that learning can be shared, and delivery of care improved. To undertake serious adverse incident, grievance, disciplinary and complaint investigations as required. To chair disciplinary panel hearings as delegated. To manage the performance of all Clinical Services and ensuring policies and procedures are consistently applied and clinical approaches remain valid, and evidence based. To deputise for the Head of Operations as required and to deputise for him/her at meetings, forums, committees and working groups as required, ensuring continuous provision of service. To take joint leadership responsibility on the development of operational strategy for the service and to actively direct and ensure engagement and participation of relevant personnel in strategic developments as they arise, for example, Team Leader Business Meetings. To take lead responsibility for the development of service policies, procedures, protocols and guidelines as required; ensuring same are applied equitably, consistently and effectively. To take the lead role in establishing close partnership working collaborating with personnel at all levels to ensure services provide an integrated care package which will enhance the pathwayexperience of patients within the Division. To actively participate in the development of Trust wide policies through membership of the Trust Human Resource Policies Group. Together with the Head of Operations control the service budget; ensuring allocated resources are utilised effectively and equitably through regular meetings with Heads of Service, associated teams and Financial Accountants. To contribute to and actively participate in all areas of clinical governance; leading on relevant governance meetings as required in the absence of Head of Operations. To lead on the implementation of Service wide strategic action plans ensuring that these are delivered effectively, with compliance monitored and audited as required. This will include relevant service business, activity and financial effectiveness plans. To take appropriate action on any other duties as requested by the Divisional Management Team. To lead on the recruitment of staff to the service; ensuring all appointments are in accordance with current workforce development objectives, remain equitable and transparent, and reflect thecurrent and future needs of the service. To serve as the Divisional representatives on specific Divisional work steams. To ensure clinical and operational pathways and systems are maintained, to ensure patients areable to move and transfer across Services. To participate in the On-Cal rota for the Division; taking responsibility for the management of major untoward incidents as they arise. To always behave in a manner which upholds the professional stature of Mersey Care NHS Trust. To ensure appropriate levels and standards of service are maintained through the use of robust auditing and performance measurement arrangements that will include clinical audit, personal interview and engagement with patients. To participate relevant user/carer forums and activity area community meetings as required. To ensure that environments remain fit for purpose, ensuring adherence to all health and safety legislation and the promotion of safe effective living and working conditions for patients and staff. To directly line manage senior staff within the service and others as required. To support and work towards the Trusts policy and procedures on Equality and Diversity; ensuring personal practice remains consistent with these ideals and that service delivery is within statutoryand legal requirements.
