Position: Senior Engineer (Northern Region - Operations)
Reporting to: Regional Manager
Location: Waterways Ireland Headquarters, Enniskillen
Salary: £42,315 - £45,351 per annum (under review)
Summary of Job
The Senior Engineer (Northern Region - Operations) will be part of the Regional Management Team. He/she will oversee management/maintenance, recreational/commercial use and future development of Waterways Ireland infrastructure within the Erne System and/or other areas, as required. The Senior Engineer will also be responsible for the day-to-day management of the Regional Depots at Portora and Drumboory and will engage with Operations Stores to support the development, procurement and purchasing of goods and services.
The successful applicant will be required to manage the resources of the Erne System including financial, operational staff and waterway assets. He/she will also be required to manage consultants/contractors working on Waterways Ireland property for implementation of new or refurbishment projects. The successful applicant will also be required to coordinate with user groups for facilitation of events, and to work in partnership with third parties and local interests to manage and develop the waterways for increased recreational use.
The successful applicant will also be part of the Waterways Ireland Emergency Response Team and will be required to provide out of office service on a rota basis. This duty will attract a separate remuneration.
Key Activities
1. Co-ordinate operational staff undertaking maintenance and construction site works, including the development of safe systems of work plans and subsequent inspections in accordance with Waterways Ireland's management systems.
2. Liaise with consultants and contractors planning and undertaking works on Waterways Ireland's property, to ensure protection and enhancement of the waterway assets.
3. Co-ordinate site surveys, relevant studies and evaluations of possible works projects, and draw up associated reports.
4. Prepare and co-ordinate initial designs, planning submissions, designs for tender, tender documents, tender appraisals and project reviews as required to manage the works programme in accordance with statutory requirements and Waterways Ireland's policies and procedures.
5. Manage and report on progress of maintenance and construction programmes/projects to ensure delivery on time, budget and quality.
6. Review and make submissions to planning applications that could impact on Waterways Ireland property.
7. Liaise with volunteer groups, event organisers or other waterway user groups to facilitate increased community involvement and enhanced recreational use of waterway amenities.
8. Communicate verbally and in writing with neighbouring residents and groups, or their representatives, regarding management and maintenance issues associated with the waterway infrastructure.
9. Work with third party groups and authorities in development of waterway infrastructure, including leveraging of funding or other resources for enhancement of the waterway amenities.
10. Manage use of the navigation and land property by all users, including implementing Waterways Ireland Byelaws as an Authorised Officer and co-ordinate the management of boats across your navigational remit.
11. Provide draft responses to parliamentary questions from elected representatives and the NI Assembly.
12. Liaise with relevant personnel to populate the Asset Management system which will be a key driver in the capital infrastructure investment programme.
13. Be part of the WI emergency response team and undertake the duties assigned under the emergency response policy and procedures as part of a wider WI rota-based team.
Health and Safety
1. Possess knowledge of the health, safety and welfare legislation relevant to maintenance & capital works, and apply these as appropriate.
2. Contribute to and comply with Waterways Ireland’s Health and Safety Statement and other procedures, including undertaking safety inspections, risk assessments and toolbox talks.
3. Undertake all relevant Safety, Health and Wellbeing duties outlined in Waterways Ireland’s Safety Statement.
4. Undertake public risk inspections, identify hazards and implement appropriate remedial works.

1. Liaise with environmental bodies and in-house environmental staff to ensure that environmental requirements are agreed.
2. Take account of environmental legislation, directives and issues in the management of capital and maintenance projects.
3. Ensure environmental controls and measures are adhered to in both maintenance and development works across the navigation.
Strategic
1. Assist with Waterways Ireland's policies, strategies and standards; contributing to the creation of a shared aim for the Body and promoting business culture and values.
2. Provide information to allow financial and progress reports for projects under your control to be drawn up.
3. Assist with the development of methods, processes and systems to enhance productivity.
4. Contribute to and represent the interests of Waterways Ireland with regard to the flood risk management process and other relevant strategic partnerships.

1. Comply at all times with the regulations, policies and standards of Waterways Ireland.
2. Create, maintain and enhance productive working relationships internal and external to Waterways Ireland.

Deal with any matter as requested by the Regional Manager / Chief Executive and assist with queries forwarded to Waterways Ireland. Represent Waterways Ireland at meetings/functions both during and outside normal working hours. Undertake training as required. Comply with and actively promote Waterways Ireland policies and procedures on all aspects of equality. Complete all training as required by Waterways Ireland within specified timeframes. PERSON SPECIFICATION
Candidates must be able to demonstrate that they meet the eligibility and essential criteria in their application form.
Eligibility Criteria
1. Possess a Degree in Civil or Structural Engineering or an equivalent qualification which qualifies the candidate to apply for chartered membership of a relevant professional engineering institution (ICE / IEI).
2. Possess a minimum of 5 years relevant post qualification experience in the design or construction of civil / structural engineering projects, at least 2 of which should have been in an operational environment.
3. Hold a current driving licence and possess access to a form of transport which will permit travel throughout Ireland and ensure that the person can supervise works spread over a wide area.
Essential Criteria
1. Possess knowledge and experience of the key issues involved in the field of Civil/Structural Engineering, in particular relating to construction in a water-based environment including site supervision, site management and budgetary provision.
2. Possess excellent interpersonal and communication skills, both verbally and in writing.
3. Possess knowledge and experience of Health, Safety and Welfare issues associated with construction and maintenance works.
4. Be computer literate and possess competence in the use of Microsoft Office, AutoCAD and IT based surveying equipment/engineering design tools.
5. Possess excellent project management and problem-solving skills.
6. Demonstrate experience of developing technical specifications, conditions of contract, tender documentation, procurement and framework contracts and managing large complex budgets.
Desirable Short-listing Criteria
1. Have experience of working in a maintenance environment.
2. Be a chartered member of a relevant Engineering Institution.
3. Possess a health and safety qualification.
4. Possess an understanding of the environmental issues involved in the development of waterways.
5. Demonstrate experience of working with Trade Unions.
