Do you have a flexible and dynamic approach to lead and assist with the delivery of the planned work programmes and reactive repairs of all electrical, mechanical systems, equipment, and related building services associated with this Trust? If so, we would love to hear from you!
Experience of working with skilled tradesmen, specialist contractors, and building services engineers is essential.
You will have attained a minimum HNC qualification or equivalent in Electrical / Mechanical Engineering and have an excellent all-round knowledge and practical experience of both electrical and mechanical installations, site maintenance, planned maintenance systems, and relevant management/supervisory experience.
You will be able to work in accordance with the requirements of HTM’s, HBN’s, British Standards, Model Specifications, and all Statutory Regulations, Codes of Practice, and Trust Policies and Procedures. A willingness to undertake further training as required is also essential.
Main duties of the job
You will be responsible for monitoring and ensuring that the operation and maintenance of Estates buildings regarding mechanical/electrical services installations comply with health service and statutory legislation.
You will communicate with divisional managers, ward managers, heads of department, and service managers on the status and progression of remedial works, maintenance, and other associated Estates services or service problems.
You will deputise when required for the Head of Operational Estates during periods of absence or when dealing with specific projects or attending meetings.
You will act as the “Authorised/Responsible person,” as defined in the Health Technical Memorandum’s or relevant Approved Codes of Practice e.g., L8 as required or directed, subject to appropriate specialist training e.g., for electrical systems, water safety, medical gas systems.
You will be the sole appointed person with responsibility for ventilation, alongside the Head of Operational Estates with responsibility for medical gas, water, and lifts.
You will manage statutory inspections of plant and equipment.
You will ensure that all insurance and safety inspections are carried out as required by statutory requirement and in compliance with DoH guidance.

Qualifications/training and professional development
* Professional knowledge acquired through HNC or equivalent qualification and/or specialist knowledge through significant experience.
* Willing to learn new practices and train other colleagues.
* Membership or Associate membership of a professional institution e.g., IEng, CIBSE, IHEEM, IET.
Experience
* Proven in-depth experience in Estate Management, Project Management, Contract Administration, and engagement of consultants of all disciplines whilst working in a management role.
* Proven experience of working at a management level.
* Experience of acting as an Authorised Person and/or Competent Person as defined by HTM’s.
* Direct experience of working within NHS.
Skills, abilities, and knowledge
* Ability to create technical designs, specifications, and drawings from scratch.
* Able to compile a Strategy from management and technical information.
* Able to analyse and interpret technical and management information.
* To be able to communicate with Specialists and Non-Specialists, including Senior Managers and Directors on complex specialist and technical matters.
* Working knowledge of the following: HTM’s and HBN’s etc., British Standards incl. BS7671, A.D.B., Building Regulations, CDM Regulations, National Building Specification, Construction and Design Management Regulations and supporting documentation, National Building and Engineering Contracts, NEC, JCT etc., Disability Discrimination Act, NHS Procurement procedures for Consultants, Developing an Estate Strategy, Health and Safety policy and procedures.
* Use of AutoCad and MS Project or similar.
