We are seeking to recruit an Assistant Head of Financial Services within our Corporate Finance Department working as part of the Financial Accounting Team, based in Cwmbran, with a base change to just outside Cwmbran in the near future.
This role will be responsible for the Treasury Management and Accounts Receivable functions and will be the strategic lead on VAT within the Health Board. The successful applicant will be the lead account management/liaison post with the out-sourced Accounts Payable function, have responsibility for the No Purchase Order No Pay invoice holds and also Freedom of Information requests received within the department.
The successful applicant will be required to assist with the completion of the Monthly Monitoring Returns to Welsh Government and the Statutory Annual Accounts and to continually develop the current systems in place to manage the Welsh NHS & Local Authority arbitration process.
We are seeking a self-motivated, enthusiastic and numerate individual with excellent IT skills. You will be required to work as part of a team and on your own initiative and must be able to demonstrate effective communication skills. Detailed knowledge of HMRC NHS VAT rules is desirable for this position.
The successful applicant must be a qualified member of CCAB/CIMA and have relevant post qualification experience.
Main duties of the job
The post holder is a senior Finance professional within the Aneurin Bevan UHB. The post holder will be expected to:
* Be a member of the Finance Senior Team and is responsible for leading and delivering the Accounts Receivable and Treasury Management function within the HB.
* Ensure the delivery of an efficient and effective service and will develop these functions to be best in class and deliver full assurance in our core financial system audit of these functions.
* Lead on developing standard operating procedures for the areas of responsibility ensuring compliance, with any system weaknesses being quickly addressed and resolved. The post holder will be the main point of contact for providing VAT advice and expertise ensuring full VAT compliance by the HB.
* Be the main point of contact within financial services for all Freedom of Information requests and for leading on all Accounts Payable issues between the Health Board and NWSSP.
* Lead in certain aspects of the completion of the monthly monitoring return information and statutory annual accounts ensuring that financial reporting standards are interpreted and fully met in order to ensure an unqualified audit opinion.
* Provide vision and leadership in the development and implementation of the overall finance agenda.
* Provides direct support to the Head of Financial Services and Accounting and will be required to deputies in their absence.

* Fully qualified CCAB accountant
* Relevant post qualified experience working at a senior level
* Educated to master's degree level or equivalent demonstrable level of work experience
