Job Advert – Compliance Manager (Building Services)\n\n Client: Council in Hampshire \n Job Title: Compliance Manager – Building Services\n Location: Hampshire\n Contract: Temporary\n Pay Rate: £40 per hour Umbrella LTD (£31.64 PAYE per hour) \n Start Date: ASAP\n\n About the Role: Our client based in Hampshire are currently looking for an experienced Compliance Manager to lead their newly formed Building Services Compliance team within the Housing, Neighbourhoods and Building Services Directorate. This role is critical in ensuring the Council meets its statutory duties across a portfolio of nearly 17,000 HRA residential dwellings and 900 corporate assets.\n As Compliance Manager, you will be responsible for compliance across areas including gas servicing, asbestos, water safety, M&E, fire safety, lifts, and building health and safety. You’ll also lead on the procurement and management of strategic servicing and repair contracts, ensuring best value and high service delivery.\n\n Key Responsibilities:\nOversee statutory compliance for housing and corporate assets\nLead and manage compliance teams and budgets (c.
£10m per annum)\nManage strategic contracts for gas, lifts, M&E, asbestos, water, and fire safety\nDevelop and implement compliance-related policies and procedures\nAct as Responsible Person/Deputy for water safety compliance\nMonitor compliance certification and ensure robust documentation and reporting\nStay up to date with legislation and ensure continuous service improvement\nLead procurement and ensure effective contract management\nProvide training and guidance across the directorate and wider council\nWork as part of an out-of-hours escalation rota for Building ServicesWhat We’re Looking For:\nDegree-qualified in a property-related field and Chartered Member of RICS, CIBSE, CMIOSH, or equivalent (or significant relevant experience in lieu of qualifications)\nIOSH or NEBOSH Health & Safety qualification (preferred)\nStrong knowledge of relevant legislation and regulations (Gas Safety, Asbestos, H&S Act, Building Regs, Lift Regulations)\nExperience managing large-scale compliance frameworks and significant budgets\nTrack record in managing teams, contract procurement and stakeholder engagement\nExperience with NEC4 Term Service Contract suite (desirable)\nExcellent communication and IT skills\nFull UK Driving Licence and access to a vehicle\n How to Apply: If you’re interested in this opportunity or would like to learn more, please get in touch on (phone number removed) or email (url removed)
