Head of Community/MH Finance Business Partnering

The postholder will be responsible for providing the ICB with a professional financial management service ensuring that financial information is produced and reported in accordance with the ICB's requirements for both planning and performance management purposes.
The postholder will be responsible for ensuring that budgets are set in accordance with the ICB's requirements. They will ensure that all decisions on changes to service provision within the ICB are made with full knowledge of both the long- and short-term financial consequences.
The postholder will be responsible for providing overall professional leadership and management to all aspects of Community, Mental Health/LD/CHC etc allocations.
The postholder is responsible for the management and coordination of the team resources to produce accurate, complete, and timely periodic internal and external financial reports and monitoring returns. The postholder is responsible for the presentation of this information and the provision of effective and pertinent analysis of the financial reports to support the senior finance team in effectively identifying and managing risk and delivering financial performance objectives.
As a direct report to the Director of Operational Finance, the postholder will be required to arrange and control their own workload and the staff within the department and is expected to operate with a high degree of autonomy and demonstrate senior professional experience and standards.

Person Specification
Experience
* Extensive knowledge of NHS financial regime, acquired through equivalent experience or training
* Experience of national tariffs, assessing value for money opportunities, and evaluating transformation projects.
* Subject matter expertise across several key areas relating to corporate performance reporting and monitoring.
* Evidenced continuous professional development record
Qualifications
* CCAB qualified accountant with considerable post qualification experience at a senior level
* Significant post qualification experience in a financial management role at a senior management level (3 years or more)
