Job Purpose
The Resourcing & Capability Team deliver efficient and effective resource management and capability development to enable people to achieve their full potential and maximise resource utilisation.
This role is responsible for the day-to-day resource management processes, including headcount forecasting, controls and role end dates; approval and implementation of requested HR changes; supporting senior stakeholders with the use of SmartCore to ensure records of current staff allocation are maintained; managing staff recruitment/contracting through TfL Recruitment and Commercial in line with the Resourcing Strategy to support delivery and functional lead requirements. You’ll have proven ability to problem solve and to promote and communicate ideas at all levels, including senior management and possess a keen attention to detail.
Key Accountabilities
1. Support and maintain SmartCore, our resourcing tool, for relevant business areas to forecast demand for the short, medium and longer term.
2. Assist in the coordination of resourcing plans with Resource and Capability Development Managers to ensure the effective utilisation of labour and skills across various business areas.
3. Managing the authorisation process for contract extensions and supporting managers in these processes.
4. Administering the recruitment process for permanent and temporary staff, and providing progress updates to managers, including analysing and interpreting data relating to resource skill profiling, perm/agency ratios and cost.
5. Administering the procurement of consultant resources, services and associated contractual processes and subsequent invoicing through collaboration with managers, Commercial and Finance.
6. Assist in the identification of trends in workforce composition. Monitor metrics and key performance indicators in collaboration with the Analytics & Information Manager to enable the continuous improvement of resource management capability.
7. Support the development of function-specific training needs analysis and associated development plan on behalf of the relevant Functional Lead.
8. Support the management of all staff competency records to ensure compliance with the needs of TfL Governance and external regulatory requirements.
9. Support the management of all associated SAP records and change approvals for the appropriate delivery area, managing organisation structure changes and maintaining accurate and consistent organisation charts.
10. Ensuring that all requests from business areas are entered and actioned for Headcount Controls, as per the local process.
Skills, Knowledge & Experience
1. Good influencing and organisation skills to manage and embed Resource Management methodology and process in support of delivery of high risk, value and complex projects and work items.
2. Excellent communication skills, both orally and in writing, with the ability to effectively and proactively interact with people at all levels across the organisation and externally.

Knowledge
1. Academic qualification demonstrating numerical and analytical capability.
2. Good knowledge of Excel and Visio.
3. Understanding of the project lifecycle and the different roles required.
4. Knowledge of resourcing and recruitment processes.
5. Knowledge of relevant industry and HR regulations and standards, including confidentiality and data protection requirements that apply to processing of staff information.
6. Knowledge of SAP systems (desirable).
Experience
1. Demonstrable experience of resource management and planning in a matrix environment complex multi-functional and matrix organisations.
2. Experience of administering staff recruitment processes.
3. Experience of using Excel for recording, running queries and reporting of detailed information for all levels across the organisation.
4. Experience of using Visio for creation of org charts.
5. Awareness of strategic workforce planning.
