Our Licensing service covers all of the North Yorkshire area with numerous and diverse licensing functions such as Pubs, clubs including large events such as festivals, betting shops, scrap metal dealers, taxis and street trading to name but a few.
Our function is imperative to ensuring safe communities where residents' lives are not being adversely impacted. The service has a key focus on crime prevention e.g. money laundering, violence, protection of children and vulnerable adults. The Licensing function is not limited to final licensing outcomes and includes ongoing investigations, monitoring, complaint handling, suspension and revocation of licence, prosecution, attendance at tribunals. Members of the team will come across sensitive and often distressing scenarios which need to be dealt with professionally and with empathy for those involved., As our Licensing Enforcement Officer, you will be responsible for processing of licences, determining licence applications, inspection of vehicles and premises, leading in a specialist area of work, assistance in development of policy, preparing reports and reporting to committees, defending appeal decisions in court or tribunals. The role is key in ensuring compliance with licensing law, undertaking regular visits and checks within the Northallerton, Richmond area to monitor and enforce licensing requirements.
To be successful you must have knowledge of law, statutory guidance and policy in relation to Licensing. Sound knowledge of the General Data Protection Regulation and utilising this within day-to-day data management. Experience of conducting interviews under caution, evidence gathering and preparing for prosecution in court. Experience of presenting to court or at licensing hearings, experience of working in partnership and carrying out joint enforcement with statutory bodies e.g. the Police, Border force, Children's Services.
You will have excellent verbal communication and interpersonal skills including the ability to negotiate with a variety of audiences using a variety of skills. Have the ability to handle sensitive matters effectively and with professionalism and compassion and have the ability to solve problems and make decisions, often under pressure e.g. when a serious offence requires immediate revocation of a licence.
You will need to travel regularly between the offices within your area, especially Richmond and Northallerton, to give demand led support. You will need a full driving licence.
