Job Summary
This is a demanding SEO Strategic Workforce Planner role in a busy Directorate of over 3800 people (military and civilian) operating from four sites. The post holder will establish a new Business Management function to service teams based in Portsmouth and London, as well as coordinate with Clyde and Devonport Naval Base People teams.
The SWP post will support all of Dir SM organisation in both Organisational Design, Strategic Workforce Planning and lead on People Survey results on behalf of Dir SM.
Dir SM’s organisation is currently expanding to accommodate future requirements including both Civilian and Military posts, this post will manage the coordinated view across all the 1* area’s.
The role would suit an individual with experience of delivering strategic workforce planning and people work in a fast-paced environment. It requires strong communication and organisational skills. The post holder will need to take a systematic approach to their own work and direct the work of others.
The Submarine Directorate is refreshing the operating model. It is likely therefore that the responsibilities of the business management team will evolve.
The post can be based in Portsmouth NCHQ, or HMNB Devonport with occasional travel to other defence locations including London Main Building and HMNB Clyde.
This position is advertised at 37 hours per week.
Job Description
Directorate 2* area Workforce Planning including:
* Support in prioritising and requesting resources to meet demand, including running associated Directorate governance.
* Develop, deliver, maintain, and implement a Strategic Workforce Plan that allows for future resource planning, succession planning, sustainability and employee development ensuring that Dir SM’s organisation has a capable and motivated workforce for the future.
* Develop, deliver, maintain, and implement a 1 – 5 year workforce resourcing model for the SM Directorate reviewing each year as part of the ABC process.
* Analyse, develop, deliver, maintain, and implement a people plan based on the people survey results cohering the 1* areas and ensuring the 2* model addresses all areas of concern.
* Manage SM Dir’s Strategic Workforce Plan and conduct routine Business Impact Analysis.
* Standing member of Dir SM Whole Force Management Group, collaborating on cross cutting recruitment and resourcing activity across the 2* area.

Essential Experience
* Experience of delivering Strategic Workforce Planning.
* Experience of Organisational design.

* Experience operating with a mixed workforce (civilian, military or operational, contractors).
* Experience of building dashboards and interrogating data.
* Proficient with M365 Office tools.
Desirable
* Experience of implementing People plans based on survey results.
* Experience of delivering Strategic Workforce Planning.

Working Arrangements
Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. Additional Information
The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
