Job Summary: To provide professional and technical services on all mechanical and electrical related matters, planned and preventative maintenance and compliance. To be responsible for the delivery of condition surveys and maintenance programs, and manage external consultants and
contractors in the design, installation, and commissioning of M&E works.
To support the delivery of corporate priorities, including the Strategic Plan, Carbon Descent Plan, and the Asset Management Plan.
This is a fantastic opportunity for a property professional seeking a new challenge to help the Council deliver its statutory obligations and other services to the local population and businesses., As Building Services Engineer you will project manage a variety of planned and reactive maintenance works alongside larger capital projects. You will develop and maintain key relationships with stakeholders, including client facing services, support services, supply chain and partner organisations to ensure statutory compliance and provide an excellent engineering service working within the Council's priorities, processes and rising to the many challenges faced by the Council.
You will join a strong, professional Buildings and Property Team (Property Manager, Building Surveyors, Building Services Engineers and Architectural Surveyor).
The Council has embarked on a challenging carbon descent plan that you will play a key role in delivering., Primarily responsible for ensuring that new and existing mechanical and electrical systems in the Councils property portfolio in Tunbridge Wells and throughout the borough are properly installed, commissioned and maintained to work safely, effectively, and efficiently in line with business needs.
The portfolio contains a wide variety of buildings in terms of age, style and condition and includes listed buildings. The use of these buildings spans commercial, essential service, museum, theatre, leisure centres, crematorium, community centres/hubs, and residential,including temporary accommodation and private rental where the Council is the landlord.
2. Planned & Reactive Maintenance
Organise and conduct regular condition reports and asset data collection to feed into the Property Asset Management System (Civica), to maintain a planned preventative maintenance program and identify end of life systems and obsolescence.
To assist in the annual update of the Council's Asset Management Plan and to carry out any requirements thereof.
Consulting with the Estates team to provide technical oversight, understand lease obligations and conduct or manage audits to ensure such obligations are being met. To include tenant liaison, photographic surveys, condition reports, and end of lease dilapidation support.
Support the Facilities Management team and their helpdesk as well as the term
contractors to assist in the delivery of Reactive Maintenance where required.
3. Stakeholder relationships
Consult with client departments, the Leisure Centres operator, the Town Hall
management company, and other tenants. Hold and participate in engagement meetings to provide support to ensure the maintenance regime fits their service delivery needs.
Act as Client Account Manager where role allocated by Building & Property Manager to develop understanding of their operational requirements, future needs and wants.
Contribute technical advice and cost estimates to Capital Bids and Revenue budget setting.
Engage with internal and external professional teams, consultants, surveyors, and other professional disciplines in the preparation of design drawings, pre-tender plans, specifications, condition reports, feasibility studies, options appraisals, and audits.
4. Compliance
Ensuring compliance with health & safety regulations, such as Construction, Design & Management (CDM), electrical, fire, legionella, asbestos, water safety and others.
Includes record keeping, validation of compliance evidence. Taking necessary remedial actions and advising shortfalls and risks. Instruct risk assessments, fire strategies, and monitoring programs including commissioning remedial works and sharing management outputs.
Engage with Insurer requirements and inspections such as Lifting Operations & Lifting Equipment Regulations (LOLER) and Pressure Equipment (Safety) Regulations.
Audit compliance and maintenance activities of operators and tenants of Council buildings and services.
Adhere to Council policies, systems, its constitution, and assist in fulfilment of freedom of information requests.
5. Environmental, Social & Governance (ESG)
Prioritise the de-carbonisation and energy efficiency of Council buildings, follow the Carbon Descent Plan, Carbon Management Plan, and engage with the Councils Climate Emergency Action Team.
Instruct and act upon Display Energy Certificates (DEC's), Energy Performance
Certificates (EPC's), Minimum Energy Efficiency Standard (MEES) regulations to ensure our buildings are compliant and investigate lifecycle costings.
Abide by The Procurement Act 2023, with support from the Procurement team to prepare briefs, specifications, tenders, quotation requests, and participate in quality and cost evaluation of returns.
Engage with statutory undertakers, and utility suppliers in relation to new supplies, adjustments, or terminations.
6. Projects & Project Management
Undertake projects at various stages from RIBA Plan of Work stage 1 including total project management of both new installations and refurbishments, contribute to projects managed by others including developing a brief, provide technical oversight, snagging, commissioning, and assist in value engineering and audits.
7. Systems
Utilise, monitor, and develop Building Management Systems (BMS) in the running of plant and other building equipment. Manage the maintenance of other systems such as intruder, fire and lift alarms, alarm monitoring and CCTV.
Administrate term contractor contracts on behalf of the Building and Property Manager, monitor, and manage Key Performance Indicators (KPI's) and Service Level Agreements (SLA's).
Utilise Computer Aided Design (CAD), Building Information Modelling (BIM) and other software packages for the design and maintenance of building services.
8. Financial control
Monitor budgets and spending, utilise finance software for authorising invoices and raising purchase orders, apply for capital bids and grant applications. Liaise with the Finance department as required including during the close down of end of year accounts and financial audits.
9. Personal
Ensure personal and continuing professional development (CPD) is maintained, attend 1:1 meetings with the Building and Property Manager, participate in team meetings and appraisals.
To be flexible and be prepared when required to work from home or the office, work outside of normal working hours as projects or critical works require, work from site including wearing Personal Protective Equipment (PPE) where risk needs to be mitigated.
Awareness of and the exercising of personal and corporate responsibilities under the Health and Safety at Work Act and other related matters.
To carry out any other duties as required by the Building and Property Manager within the skill set of the post holder and commensurate to the grade.
