Job Title: Strategic Development Officer Directorate: Place Service: Regeneration Service Unit: Strategic Development Location: Signal Business Centre / Hybrid working Reports To: Strategic Development Manager Salary Scale: P02 SCP 30 33 Car User Status: Casual PURPOSE AND FUNCTION OF THE POST: The post holder will work both independently and collaboratively within the Council and with external stakeholders to develop, deliver, and evaluate strategic projects aimed at improving the Boroughs City, Towns, and Villages. The projects must positively contribute to the Councils priorities and objectives. The role requires high-level project management and coordination. PRINCIPAL DUTIES AND RESPONSIBILITIES: Support the Strategic Development Manager in managing designated regeneration and place-making projects and programmes aligned with the Councils strategic priorities. Assist in identifying and developing strategic regeneration opportunities and potential projects across the Borough. Lead programmes of work from the City/Town Masterplans and Village Plans that are strategically valuable. Collaborate with rural and urban stakeholders to develop strategic regeneration and place-making projects for funding applications or investment. Assist in identifying and applying for external funding and investment opportunities, and establish processes to optimize funding for strategic projects. Ensure external funding and resources are used in accordance with governance requirements throughout project implementation. Develop and manage public and stakeholder consultation and engagement activities. Represent the Council in various stakeholder groups and prepare reports on meetings. Assist in the preparation and monitoring of the Regeneration section budgets and Service Plan. Analyze and present data on the city, towns, and villages within the Borough to support effective decision-making and investment decisions. Prepare reports, conduct research, manage data collation, and revise information as needed. Provide relevant cover within the Service as required. Undertake any other appropriate duties as allocated, in line with the nature of the post. PERSON SPECIFICATION: Qualifications (Essential): Relevant Level 5 qualification in subjects like Business, Regeneration, Economic Development, Project Management, or Leadership. Qualifications (Desirable): Level 6 qualification or equivalent in a relevant subject. Experience (Essential): Minimum of three years relevant professional experience in at least four of the following areas: Project management, including governance, risk management, project performance, and evaluation. Managing effective relationships with internal and external stakeholders. Managing capital and/or revenue budgets, including tracking expenditure, managing variances, forecasting, and reporting. Undertaking public sector procurement. Delivering funded programmes under a Contract for Funding/Letter of Offer. Applying for and securing funding or investment to deliver projects in areas like Regeneration, Capital, Development, Community Planning, or Economic Development. Reporting and auditing functions. Experience (Desirable): Applying for public funding and ensuring its effective use. Developing guidance or briefs to attract investment for strategic development sites. Promoting sustainable development practices. Key Skills and Abilities: Effective problem-solving skills from project development and delivery experience. Excellent written and verbal communication skills. Excellent ICT skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint), SharePoint, and databases. Other Requirements: A valid driving licence with access to transport to meet the post's requirements or suitable alternative transport (applicable to applicants with disabilities). Willingness to work flexible hours, including early mornings, evenings, and weekends as needed. Access to the internet for home working, if applicable.
