Qualification - Significant experience of working in a Highways environment and providing strategic and technical advice in terms of traffic and road safety interventions and innovations. Must hold HNC / HND in Civil Engineering or equivalent and have significant experience in Highways / Construction.
Casual Car Documentation - The successful candidate will be a designated Casual Car User which means that car journeys may be necessary on an occasional basis but are not essential to the role. If you do drive, you must always hold a full valid driving licence and provide your own car for use at work, as well as provide all the appropriate documentation. You will receive an allowance per mile of business use.
This is an exciting opportunity for a forward-thinking advocate of traffic and road safety methods and techniques using their expertise to manage and drive forward a highly professional highways and traffic team, overseeing:
* Development of the Road Safety programmes and project scoping
* Moving traffic enforcement camera programme
* Collision reduction initiatives
* Delivering the vision Zero 2040 ethos
* Collaborating with partners, other GMCA authorities, including TFGM
* Working closely with elected members and project delivery teams
* Supporting walking and cycling initiatives in line with Manchester’s Active Travel and Investment Programme.
* On-street parking issues including EV charging, and pavement parking
* Delivery of Road Safety publicity campaigns
* Working with schools to facilitate road safety education.

About the Candidate
We are looking for a candidate with:
* Proven managerial experience including performance management
* Strong road safety/highways background
* An eye for innovation and new ways of working
* Keeping up to date with the latest technology
* An understanding of Local Authority Policies and Practices
* A strong experience of Stakeholder management
* An in-depth knowledge of Health and Safety legislation including CDM
* Analytical mind to understand and interpret data relating to highways and road safety accidents
* Strong report writing skills are essential to clearly relay information to all stakeholders, including, preparation of bids and business cases for future funding
* Experience of road safety auditing would be considered an advantage
