Job summary As a department of skilled intelligence professionals, we use information from a wide range of internal and external sources to produce high quality, meaningful intelligence analysis. This analysis is used to inform organisational direction, allowing teams across the ICO to focus work where it delivers greatest impact. We then support prioritised work, applying analytical techniques to inform and enable the delivery of agreed outcomes. Job description The Senior Intelligence Analyst is responsible for leading on tactical and strategic intelligence analysis as required. They are responsible for the development of high quality intelligence products, building collaborative relationships with staff at all levels to understand requirements and inform decision making. They will use their existing experience of intelligence analysis to continually improve the quality of the products we produce and to mentor and develop other members of staff within the department. Key responsibilities: To initiate and lead on detailed intelligence analysis to inform the focus of office-wide ICO activity, setting recommendations for other departments where relevant. To oversee the effective use of intelligence products to support office-wide priority work, using a wide range of analytical techniques to identify risks and opportunities. To work with the Intelligence Team Managers and Group Managers in developing and implementing new ways of working. To develop and maintain relationships with stakeholders in the UK and overseas to ensure we are able to effectively exploit new and existing intelligence sources. To lead and support joint intelligence initiatives nationally and internationally, working with other stakeholders as required. To develop and maintain relationships with other departments throughout the ICO to ensure intelligence projects are effectively disseminated and we stay abreast of relevant developments throughout the organisation. To proactively develop legislative expertise, keeping abreast of developments in data protection, freedom of information and associated legislation. To be conversant with other related legislation and political, social, technical and legal developments that may impact the work of the Intelligence Department and wider ICO. To lead on and manage specific projects as required. Mentor and support Intelligence Officers and Lead Intelligence Officers, embedding good practice to enhance the delivery of the teams, conducting quality assurance as necessary. Person specification Essential criteria assessed at application stage: Experience relevant to the role requirements, as described in the role responsibilities and person specification, and accumulated through any combination of academic or vocational qualifications or experience A minimum of two years experience conducting intelligence analysis. Completion of relevant analytical training or equivalent experience. Experience of applying Data Protection, Freedom of Information or associated legislation or similarly complex legislation. Experience of delivering high quality intelligence products that assess risk, identify intelligence gaps, make recommendations and influence decision making, meeting relevant standards. Ability to use computer software applications relating to the charting and analysis of intelligence. Essential criteria assessed during interview: Strong interpersonal skills, including the ability to negotiate and maintain good relationships with staff at all levels of seniority. Strong communication skills, including excellent written, verbal and presentational skills. Ability to work under pressure and to handle large workloads. An understanding of the wider parliamentary, democratic, political and organisational framework in the UK and overseas as appropriate. Able to demonstrate an analytical approach to problem solving and the production of high quality intelligence products. Knowledge and experience of utilising structured analytical techniques to gather, analyse, evaluate and develop intelligence.
