Senior Design Engineer (Grade 9) - Job Description
We are looking for an enthusiastic individual to join our newly formed Network Development Team at Lancashire County Council. This is an exciting opportunity to shape and influence the future of transport at a forward-thinking local authority.
This is a diverse role, working closely with other engineers and transport planners to design and deliver walking, cycling, bus, and road schemes across the county.
Lancashire County Council is one of the largest local authorities in the UK, covering a substantial urban and rural area in north-west England encompassing 12 district councils. We have a substantial portfolio of transport funding, including allocations from the Active Travel, Major Road Network and Levelling Up Funds.
Lancashire is a great place to live, work and visit, and this is an exciting time to join the council as we are gearing up for new government investment following the recently announced Local Transport Fund - part of the Network North plans following the decision on the future of HS2. This significant, once-in-a-generation investment makes it a truly exciting time to help shape the future of travel and transport choices in Lancashire.
About the role:
The successful candidate will work as part of the Network Development team, managing a workload of pipeline schemes and carrying out feasibility checks, concept to prelim designs, cost estimates, programmes of work, and identifying project risks.
The role is hybrid, based at County Hall in Preston and working from home. We embrace flexible working and understand that it can support the diverse needs of our team, empowering them to achieve a better work/life balance around their personal obligations. We support a variety of arrangements which work for both individuals and the organisation and would be keen to discuss these arrangements with you to support you best in this role.
We offer a supportive and inclusive environment, where you'll be encouraged to make the most of your talents and interests. We invest in our staff and are eager to support your development by enabling you to undertake training courses, attend conferences, and work on a range of diverse and interesting projects.
Excellent benefits include 26 days annual leave entitlement rising to 32 days after five years' continuous local government service, plus 8 public holidays and 2 extra days' leave at Christmas, as well as the ability to buy up to 20 days additional leave per year. We also offer relocation expenses (where appropriate), a staff discount scheme, and a generous Local Government pension.
About you:
We are looking for someone with a passion for highways design and a genuine awareness of the current sustainable/active travel and decarbonisation agenda.
You will have a relevant professional qualification or substantial vocational experience in highway design or similar. You will have knowledge of the application, principles, theory, and practice of the specialist area of responsibility, and the ability to apply technical/specialist judgement to ensure scheme objectives are achieved.
You will have experience of undertaking feasibility and design work for highways schemes and proficient skills in AutoCAD software or equivalent. You will have experience producing cost estimates or bills of quantities using schedules of rates or obtaining rates and quotes from suppliers.
You will have strong analytical and problem-solving skills, and excellent written and verbal communication skills with a wide range of disciplines and external organisations.
Further details about the role are contained within the Job Description and Person Specification.
If you would like to discuss this opportunity further before applying, please contact Warren Thackeray on 01772 535844 or email warren.thackeray@lancashire.gov.uk.
Please ensure you have uploaded and attached your supporting statement to evidence how you meet the Person Specification criteria for the role. The panel may be unable to shortlist you for interview without this evidence, however, due to the varying remit of the role, a candidate may still be considered if they don't meet all essential criteria where it could otherwise be accommodated for within the team.
You will be required to provide a car for use in connection with the duties of this post and must be insured for business use. However, we may consider you if you cannot drive because of a disability.
We reserve the right to close down a vacancy early, before the closing date, if we receive sufficient applications.
